RELATING TO TEACHER HOUSING.

Clarifies that DOE, in partnership with the Hawaii public housing authority, Hawaii housing finance and development corporation, and the school facilities agency, may construct housing for teachers on a public school campus. Requires that housing units constructed or acquired on a school campus after 6/30/2021, be rented at an affordable cost to new teachers or teachers teaching in a rural or hard-to-staff location, with priority given to teachers employed full-time at the school where the housing unit is located. Effective 7/1/2050. (SD1)

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Requires the Office of Planning to hire a contractor to, among other things, identify and assess alternative financing, project delivery, and cost recovery mechanisms to recapture the State's upfront investment in transit-oriented development infrastructure. Requires the contractor to consult with representatives of certain government entities. Requires the Office of Planning to report its findings to the Legislature. Authorizes the issuance of general obligation bonds. Effective 7/1/2050. (SD2)

RELATING TO HUMAN TRAFFICKING.

Establishes a statewide coordinator and program overseen by the department of the attorney general to provide services and assistance to commercially sexually exploited children and victims of human trafficking. Requires the attorney general to submit annual reports to the legislature. Requires the children's justice program to coordinate the investigation and case management of child human trafficking cases, including cases involving the commercial sexual exploitation of children. RELATING TO DOMESTIC VIOLENCE.

Allows a narrow hearsay exception for statements made by domestic violence victims during the course of the first interaction with the responding law enforcement officers and before the arrest of the defendant, as long as the statement bears sufficient indicia of reliability. (SD1)

RELATING TO ELECTRONIC SMOKING DEVICES.

Makes unlawful the sale of flavored tobacco products, mislabeling of e-liquid products containing nicotine, and sale of tobacco products other than through retail sales via inperson exchange. Includes e-liquid and electronic smoking devices within the definition of "tobacco products" as used in the cigarette tax and tobacco tax law. Abolishes the Electronic Smoking Device Retailer Registration and Enforcement Unit. Effective 07/01/2060. (SD2)

RELATING TO TAXATION.

Amends the motion picture, digital media, and film production income tax credit by: (1) Requiring the department of business, economic development, and tourism to publish on its website the names of the qualified productions and the amount of the tax credits certified per qualified production per filing year; (2) Changing the tax credit from a refundable tax credit to a nonrefundable tax credit; and (3) Extending the repeal date of the tax credit from 1/1/2026 to 1/1/2033. Reduces the cap amounts of the renewable energy technologies income tax credit. Retains the current cap amount for community-based renewable energy projects on commercial property. Amendments to the motion picture, digital media, and film production income tax credit apply to taxable years beginning after 12/31/2021. Amendments to the renewable energy technologies income tax credit apply to renewable energy technology systems installed and placed in service after 12/31/2021. Effective 7/1/2050. (SD2)
