Prohibits the microtargeting of political advertisements on television and social media based on online behavioral data, demographic characteristics, and geographic location below the electoral district level.

RELATING TO PROCUREMENT.

Establishes the functions of the contract administration office. Requires the procurement policy board to adopt rules for the administration of contracts. Requires the state procurement office to submit a progress report to the legislature. Sunsets on 6/30/2026. Effective 7/1/2112. (HD1)

RELATING TO LIFEGUARDS.

Establishes an exception to liability for a person qualified as a county lifeguard and the lifeguard's employing county if the lifeguard renders rescue, resuscitative, or other lifeguard services without remuneration or expectation of remuneration on a beach or in the ocean while in the scope of employment as a county lifeguard, for civil damages resulting from the person's acts or omissions while providing rescue, resuscitative, or other lifeguard services, except for damages that may result from the person's gross negligence or wanton acts or omissions.

RELATING TO CONDOMINIUMS.

Specifies a procedure for condominium associations to incorporate power of sale language into their governing documents. Clarifies that liens may be foreclosed upon if the power of sale language is contained within an association's governing documents or within some other agreement with the owner of the unit subject to foreclosure. Effective 1/1/2050. (HD1)

RELATING TO SEXUAL ASSAULT OF AN ANIMAL.

Establishes the crime of bestiality. Provides that the bestiality is a class C felony or a class B felony if the offense subjects a minor to sexual contact with an animal or is committed in the presence of a minor.

RELATING TO PROCUREMENT.

Requires procurement officers to complete periodic performance evaluations of certain contractors. Establishes factors to be included in any evaluation, consideration, or review of past performance, and ratings standards for those factors. Requires past performance to be factored into future bid selection of contractors for certain contracts. Requires past performance to be considered in all sole source procurement and any competitive sealed contracts that exceeds the small purchase threshold. Requires the state procurement office to submit preliminary and final reports to the legislature. Repeals 6/30/2026.

RELATING TO ETHICS.

Prohibits legislators from soliciting, accepting, or receiving, directly or indirectly, any individual gift in the form of hospitality exceeding a value of twenty-five dollars. Reduces the aggregate value of a gift that must be reported by a legislator or government employee, or spouse or dependent child of a legislator or government employee.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Requires the Office of Environmental Quality Control to establish, implement, and maintain an interactive website available to the public at no cost that provides certain information and notifications regarding environmental assessment and environmental impact statement actions. Appropriates funds. Effective 7/1/2050. (HD1)
