Requires the Department of Transportation to administer a statewide program for certification of active intelligent speed assistance systems and select a vendor for the installation and maintenance of systems. Limits the civil liability of motor vehicle manufacturers, distributors, and retailers for active intelligent speed assistance systems. Makes circumventing or tampering with an active intelligent speed assistance system a misdemeanor. Establishes penalties for operating a motor vehicle in violation of a court-ordered active intelligent speed assistance system requirement. Allows the Judiciary to impose the installation of active intelligent speed assistance systems as an additional penalty and as part of a license suspension or revocation for repeat offenders of certain traffic violations. Effective 1/1/2028. (CD1)

Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of "bicycle" for purposes of county vehicular taxes. Defines "electric bicycle" in place of "low-speed electric bicycle". Authorizes the seizure of non-road-legal or nonconforming electric bicycles and high-speed electric devices. Defines "electric micro-mobility device" and requires the same regulations as electric foot scooters. Prohibits a person under the age of sixteen from operating a class 2 or class 3 electric bicycle without direct supervision. Authorizes a person to ride an electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet. Repeals the requirement that moped drivers use bicycle lanes. Substitutes the term "motor scooter" with the term "motor-driven cycle". (CD1)

HB 1881 prohibits the construction and operation of passenger ropeways on mountain lands within all designated land use districts across the state. Increases the expenditure ceiling and appropriates funds out of the State Risk Management Revolving Fund to distribute property and liability insurance proceeds related to the 2023 Maui wildfires to be expended by the School Facilities Authority, Department of Transportation, and Department of Land and Natural Resources to rebuild and restore certain state facilities in Lahaina. Requires the Department of Accounting and General Services to submit to the Legislature a master coordinated project plan developed in collaboration with certain state agencies and in consultation with the County of Maui and other relevant entities. Requires the Department of Education to transfer exclusive site control over the new King Kamehameha III Elementary School property to the SFA while the School is under construction. Requires DAGS to transfer to the SFA any materials deemed necessary for the construction of the School and to provide further support as necessary upon request. Requires the SFA to submit monthly progress reports to the Governor and Legislature. Allows the Governor to transfer certain authorities and responsibilities from the SFA to another state agency under certain conditions. Requires full funding for the projects for which funds are appropriated to be available before expenditure. (CD1)

Part I: Requires drivers approaching stationary vehicles displaying warning signals to slow down to a reasonable and prudent speed and make a lane change if possible and safe to do so or come to a complete stop if necessary. Part II: Provides certain exemptions from passenger restrictions related to the operation of a pickup truck with a passenger seated in the bed or load-carrying area of the vehicle. Increases the minimum age to ride in the bed or load-carrying area of a pickup truck while in operation from twelve years of age to sixteen years of age. (CD1)

Repeals the sunset provisions of Act 236, Session Laws of Hawaii 2024, thereby making permanent the requirement that the Department of Transportation ensure that the securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings be performed by labor subject to collective bargaining. Requires the Disability and Communication Access Board to issue a disability travel placard to an applicant who has a valid removeable windshield placard or disabled paid parking exemption permit but does not have a valid special license plate, and provides proof of travel. (SD2)

Amends the prohibition on the use of the far left lane by commercial vehicles on roadways with three or more lanes going in the same direction. Restricts motor vehicles towing a vehicle or trailer from using the far left lane, subject to specified exemptions. Establishes penalties for violations. Applies restrictions and penalties to a county with a population of 500,000 or more. (CD1)

Authorizes the Department of Transportation to assume responsibilities under the National Environmental Policy Act of 1969 for highway projects, as well as railroad, public transportation, or multimodal projects within the State, allowing streamlined environmental reviews. Provides a limited waiver of sovereign immunity to comply with federal requirements. (CD1)

Removes references to countdown timers as it relates to pedestrian-control signals, including the requirement that pedestrians must begin crossing a roadway before a countdown timer begins. Effective 3/22/2075. (SD1)
