SB 2691: RELATING TO TRANSPORTATION AFFORDABILITY.

Requires the Department of Transportation to establish a Clean Vehicle Rebate Program to provide rebates for the purchase or lease of certain new and used zero-emission vehicles and plug-in hybrid electric vehicles. HB 1980: RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with all state agencies that have parking facilities, to conduct a survey and identify certain high-priority state facilities. HB 1617: RELATING TO TAXATION.

Reestablishes the Agricultural Development and Food Security Special Fund. Renames the Environmental Response, Energy, and Food Security Tax, also known as the barrel tax, as the Environmental Response, Energy, Carbon Emissions, and Food Security Tax; gradually increases barrel tax rates; and allocates portions of barrel tax revenues to the Agricultural Development and Food Security Special Fund, Carbon Emissions Tax and Dividend Special Fund, Airport Revenue Fund, and Boating Special Fund. Establishes a refundable Carbon Cashback Tax Credit and appropriates funds to the Department of Taxation to administer the tax credit. Establishes the Carbon Emissions Tax and Dividend Special Fund to be used in the administration of the barrel tax and Carbon Cashback Tax Credit and for public awareness of the Carbon Cashback Tax Credit. Requires the Department of Taxation to submit reports to the Legislature. Effective 7/1/3000. (HD1)

SB 1374: MAKING AN EMERGENCY APPROPRIATION TO THE PUBLIC UTILITIES COMMISSION.

Makes an emergency appropriation out of the Public Utilities Commission Special Fund for the Public Utilities Commission to procure services by consultants with technical expertise in the efforts to strengthen the resilience and reliability of electric utility services in the State.
