Establishes a temporary, independent Public School Realignment and Closure Commission to develop and recommend a comprehensive package of school consolidations, realignments, and closures based on the federal Base Realignment and Closure model. Requires reports to the Legislature. Requires an expedited approval process for the recommended school consolidations, realignments, and closures. Appropriates funds. (CD1)
Part I: Requires the Department of Education and state public charter schools to take certain steps to better address the harassment of educational workers, including sports officials. Authorizes the Attorney General to assist educational workers, including sports officials at department of education or public charter school sporting events, who have been subject to harassment or intentional bodily injury in obtaining a temporary restraining order. Part II: Includes the intentional, knowing or reckless disruption or interference with a school function, school administration, or school board under the offense of harassment. Makes harassment to an educational worker, including sports officials, engaged in the performance of their duty a misdemeanor. (CD1)

Requires that unlicensed teachers hired on an emergency basis make continuous and verifiable progress toward satisfying licensing requirements. Sunsets on 6/30/2031, but provides that unlicensed emergency hires employed before the sunset date may continue employment for up to five years from their hiring date, under certain conditions. (CD1)
Requires the Hawaii Teacher Standards Board to develop an alternative pathway for a visiting international educator permit aligned to the duration of the educator's J-1 visa program. Permits the Department of Education and charter schools to hire unlicensed individuals as teachers on an emergency basis for five, rather than three, years. Requires HTSB to extend the five-year period in the case of a declared state of emergency. Requires the Department of Education to provide support to assist emergency hires in meeting the requirements of licensure and require the training be mandatory for emergency hires in their fourth and fifth years. Requires the Hawaii Technology Development Corporation to establish the Small Business Innovation Research (SBIR) Matching Program. Requires the Hawaii Technology Development Corporation, in collaboration with the Department of Education, to establish a STEM education outreach program, under which recipients of funds from the SBIR Matching Program must deliver presentations to public school students. Requires and appropriates funds for the Hawaii Technology Development Corporation to develop an Economic Diversification Strategic Plan. Requires reports to the Legislature. Appropriates funds for economic diversification and defense ecosystem development. Effective 7/1/3000. (SD1)
