SB 897: RELATING TO ENERGY.

Allows electric cooperatives to recover wildfire mitigation, repair, and restoration costs through an automatic rate adjustment or other mechanism. Requires the Public Utilities Commission to initiate a proceeding for the adoption of rules, subject to the Governor's approval, to determine an aggregate limit for liability for economic damages from a covered catastrophic wildfire. Authorizes securitization of certain costs for electric utilities. Requires the Public Utilities Commission to conduct studies on whether the framework established in the measure adequately balances electric utility interests and compensation owed to catastrophic wildfire victims and on the establishment and implementation of a wildfire recovery fund and report its findings and recommendations to the Legislature. Appropriates moneys. (CD1)

SB 951: RELATING TO CHILD PROTECTION.

Requires mandatory written reports of child abuse or neglect to the Department of Human Services to include the military status of the child's parent or other persons responsible for the child's care, if known. Requires the Department of Human Services to inform the appropriate authority for the branch of the United States military when, upon receiving a report of child abuse or neglect, there is sufficient information to determine that the report involves a family where one of the parents, guardians, or alleged perpetrators is a member of an identifiable branch of the United States military. SB 116: RELATING TO DISCRIMINATION.

Establishes provisions relating to civil remedies for discriminatory reporting to a law enforcement officer. Provides that any person who causes a law enforcement officer to contact a person on the basis of the person's actual or perceived protected class with the intent to discriminate against the person shall be civilly liable. Requires the Department of Law Enforcement, in consultation with the Hawaii Civil Rights Commission, to provide guidance to the public on the enactment of this Act. For purpose and intent of the Hawaii Civil Rights Commission law, adding "place of birth" as a protected class. Effective 9/1/2025. (HD1)

SB 292: RELATING TO SEXUAL EXPLOITATION.

SB 292 creates legal protection for survivors of sexual exploitation who seek medical care or contact law enforcement. HB 430: RELATING TO INTERNSHIPS.

Permits the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns. Establishes a state internship and workforce development program. Requires the Department of Labor and Industrial Relations to collaborate with the Department of Human Resources Development for placement of interns in state executive branch departments, agencies, and programs. Provides that the State shall be the responsible employer for purposes of workers' compensation coverage for students or recent graduates in the on-the-job-training work experience program, subject to certain limitations. HB 1300: RELATING TO CANCER.

Appropriates funds to the University of Hawaii Cancer Center to conduct a multiethnic cohort study focusing on the social determinants of health, lifestyles, environmental exposures, and resilience factors of Native Hawaiians, Pacific Islanders, and Filipinos, including an analysis of the health effects and risks of individuals living in close proximity to landfills in Nanakuli, Oahu. Requires the University of Hawaii Cancer Center to seek other sources of funding to complete the study. (CD1)

HB 969: RELATING TO WASTE OR DISPOSAL FACILITIES.

Prohibits landfill units on land in an agricultural district with class A soils in a county with a population greater than five hundred thousand. Beginning 7/1/2025, narrows the prohibition on constructing, modifying, or expanding waste or disposal facilities within a one-half mile buffer zone of residential, school, or hospital property lines to apply specifically to landfill units or components of landfill units. Beginning 7/1/2025, prohibits the construction, modification, or expansion of a landfill unit, or any component of a landfill unit, inland of an underground injection control line in a county with a population greater than five hundred thousand, with certain exemptions.
