MODERATE
This bill revision updates the effective date from December 31, 2050 to immediate approval, adds a new definition for 'significant aquifer' tied to agricultural land classifications, and reorganizes the buffer zone requirements to clarify when they apply to existing facilities. The changes make the aquifer protection rule more specific while accelerating implementation of the waste facility restrictions.
Scope change
The bill now applies immediately upon approval rather than waiting until 2050, and the definition of protected aquifers is narrowed to those beneath class A or B agricultural lands.
