Homegrown Fertilizer Act

Maddy summaryThe Homegrown Fertilizer Act directs the Secretary of Agriculture to provide grants and loans to help American businesses build or expand domestic fertilizer production facilities. This funding supports various activities such as constructing new plants, purchasing equipment, and improving manufacturing efficiency, with priority given to projects that increase competition and reduce fertilizer prices for farmers. Eligible recipients include independent businesses, cooperatives, nonprofits, and tribal organizations located within the United States, provided they do not already control a large market share in fertilizer production. Grants can reach up to $100 million and require matching funds from recipients, while loans follow existing federal farm program terms. The program also includes conditions requiring repayment if the funded facility is sold to a large market player within 10 years.

Safe Step Act

Maddy summaryS 2903, the Safe Step Act, requires health insurance plans and employers offering health coverage to establish a clear, timely process for patients or doctors to request exceptions when step therapy protocols (where insurers require trying cheaper drugs first) would harm a patient. It mandates approval for exceptions if prior drugs failed, delay would cause severe harm, a drug is unsafe, or a patient is stable on their current medication. Plans must respond to requests within 72 hours (or 24 hours in emergencies) and cover the requested drug without extra cost-sharing. The bill also requires annual reports to the government on exception requests, approvals, denials, and trends by medical condition or specialty. This directly affects patients on health plans with step therapy, their doctors, and the insurers managing those plans.

Love Lives On Act of 2025

Maddy summaryThe Love Lives On Act of 2025 modifies veterans' and military survivors' benefit rules to prevent remarriage from automatically ending eligibility. It directly affects surviving spouses of veterans or military members who remarried, ensuring they retain access to key benefits. Key provisions include: (1) preventing termination of veterans' dependency compensation (under 38 U.S.C. §1311/1562) due to remarriage; (2) stopping termination of military Survivor Benefit Plan annuities solely for remarriage, with specific rules for those who remarried before age 55; and (3) expanding TRICARE coverage to include remarried widows/widowers whose subsequent marriage ended (via death, divorce, or annulment). These changes restore or maintain benefits that were previously lost upon remarriage.

Purple Heart Veterans Education Act of 2025

Maddy summaryThis bill allows Purple Heart veterans who served after September 11, 2001, to transfer unused Post-9/11 GI Bill education benefits to family members. Specifically, veterans can transfer up to 36 months of benefits to eligible dependents (like spouses or children) without affecting their own remaining benefits. It sets rules for when dependents can use transferred benefits - children must complete high school or turn 18 first, and benefits expire by age 26 unless used for caregiving or due to school closures. The bill also ensures transferred benefits aren’t treated as marital property and includes special provisions for caregivers of injured veterans or emergency school closures.

Children and Teens’ Online Privacy Protection Act

Maddy summaryThe Children and Teens' Online Privacy Protection Act (S 836) extends COPPA protections to teens aged 13-17 by requiring websites, apps, and online services to obtain verifiable consent from parents for children or from teens themselves before collecting or using their personal information for purposes beyond the service. It defines "personal information" broadly to include biometric data, voice recordings, persistent identifiers, and geolocation information, and prohibits using such information for individual-specific advertising without consent. The bill mandates clear notice about data practices and gives children and teens rights to access, correct, and delete their personal information. Additionally, it requires the FTC to conduct studies on mobile app oversight and the GAO to study teen privacy in financial technology products.

Living Donor Protection Act of 2025

Living Donor Protection Act of 2025 This bill prohibits life insurance, disability insurance, and long-term insurance carriers from denying or otherwise restricting coverage for living organ donors. Specifically, carriers may not deny, cancel, vary premiums, or otherwise impose conditions on policies based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on living organ donation to include information about the benefits and risks of living organ donation and the impact of donation on insurance access, particularly with respect to the bill's changes.
