Safely Ensuring Lives Future Deployment and Research In Vehicle Evolution Act or the SELF DRIVE Act This bill establishes the federal role in ensuring the safety of highly automated vehicles by encouraging the testing and deployment of such vehicles. A highly automated vehicle is a motor vehicle, other than a commercial motor vehicle, that is equipped with an automated driving system capable of performing the entire dynamic driving task on a sustained basis. The bill preempts states from enacting laws regarding the design, construction, or performance of highly automated vehicles or automated driving systems unless such laws enact standards identical to federal standards. The Department of Transportation (DOT) must require safety assessment certifications for the development of a highly automated vehicle or an automated driving system. Manufacturers of highly automated vehicles must develop written cybersecurity and privacy plans for such vehicles prior to offering them for sale. The bill applies certain safety exemptions and testing standards to highly automated vehicles. DOT must (1) inform prospective buyers of highly automated vehicles of the capabilities and limitations of such vehicles; (2) establish the Highly Automated Vehicle Advisory Council to, among other things, develop guidance regarding mobility access for the disabled, elderly, and underserved populations; (3) require all new passenger motor vehicles less than 10,000 pounds to be equipped with a rear seat occupant alert system; and (4) research updated safety standards for motor vehicle headlamps.

Patient Access to Urgent-Use Pharmacy Compounding Act of 2021 This bill relaxes certain requirements for compounding drugs that are facing shortages. Drug compounding is the process of mixing or otherwise altering drugs to create a medication. Currently, the Food and Drug Administration (FDA) allows for drug compounding subject to certain requirements. Generally a licensed pharmacist or physician not registered with the FDA may only compound drugs in limited quantities for prescriptions for a specific individual patient. On the other hand, an FDA-registered outsourcing facility may compound drugs in bulk for use in medical facilities but is subject to additional requirements. This bill allows a compounder not registered with the FDA to compound drugs in limited quantities for urgent medical need not involving a specific patient if, among other things, (1) the prescriber certifies that they are unable to obtain, despite reasonable attempts, certain related drugs with the same active ingredient and route of administration; (2) the compounded drug meets certain labeling requirements, including an indication that the compounded drug is provided only for urgent administration to a patient; and (3) the compounder requests and maintains certain records about patients receiving the compounded drug. Furthermore, a restriction against an unregistered compounder regularly compounding (or compounding inordinate amounts of) what is essentially a copy of a commercially available drug shall not apply if the drug is on a shortage list maintained by the FDA or the American Society of Hospital Pharmacists.

This resolution expresses support for policies and other efforts to prevent childhood sunburns, such as exempting sunscreen from over-the-counter medication bans in schools.

Pharmacy DIR Reform To Reduce Senior Drug Costs Act This bill establishes certain requirements for prescription drug plans and the prices of covered drugs under the Medicare prescription drug benefit. Specifically, the bill requires price concessions, payments, and fees that are negotiated with a pharmacy to be included in a drug's negotiated price, excluding incentive payments, and for this price to be provided at the point of sale. Additionally, prescription drug plans must report price concessions or incentive payments that are made after payment for covered drugs at the point of sale, including by contracted intermediaries, to the pharmacy at least annually. The Centers for Medicare & Medicaid Services must establish standardized pharmacy performance measures with respect to incentive payments and price concessions; such measures must account for all pharmacy types, including specialty pharmacies, and focus on patient health outcomes and other targeted areas.

Taxpayers and Savers Protection Act or the TSP Act This bill prohibits any sums in the Thrift Savings Fund from being invested in a security that is listed on an exchange in a jurisdiction in which the Public Company Accounting Oversight Board is prevented from conducting the mandatory inspection or investigation of a registered public accounting firm because of a position taken by an authority in that jurisdiction.

This resolution states that the Nord Stream II, a natural gas pipeline expected to increase Russia's natural gas export capacity, is a drastic step backwards for European energy security and U.S. interests. It also urges the President to use all available means to support European energy security through reducing reliance on Russia.

See the Crisis Act This bill limits international travel by the Vice President until after certain activities are undertaken regarding the southwest border. Specifically, the bill prohibits the obligation or expenditure of federal funds for the Vice President's travel expenses to travel outside of the United States until the Vice President (1) personally travels to at least one of several specified counties along the border to review the activities of federal agencies responsible for enforcing and implementing immigration laws, and (2) submits a report relating to the situation at the border.

This resolution directs the Office of the Attending Physician to update the mask-wearing guidance (consistent with public guidance released by the Centers for Disease Control and Prevention) applicable to the Hall of the House of Representatives and committee meeting spaces for Members and staff who are vaccinated against COVID-19.

Help Wanted Act This bill eliminates federal pandemic unemployment compensation on the first Monday that is 14 days or more after the bill's enactment. Under current law, this supplementary compensation is available to claimants in participating states until September 6, 2021.

Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 [ sic ] This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition.
