Elections; Requiring that the Secretary of State be elected, rather than appointed, and serve a specified term; requiring the Florida Commission on Offender Review to develop and maintain a database for a specified purpose; authorizing a person who meets certain requirements to register to vote for the early voting period or election day at an early voting site or his or her polling place and cast a ballot immediately thereafter; authorizing the Department of Highway Safety and Motor Vehicles to preregister certain individuals to vote; revising the information a third-party voter registration organization is required to provide to the Division of Elections of the Department of State, etc.
Maternal Health and Early Learning; Citing this act as the "The Motherhood Initiative"; requiring the Department of Health to establish a certain home visit program for expectant mothers; authorizing the Agency for Health Care Administration to authorize reduced fees for an applicant or a licensee for certain birthing centers; requiring the department to provide a blood pressure monitor and cuff to an expectant mother for certain purposes and to repair the device and provide replacement parts as necessary; authorizing a doula or midwife to be present with his or her client during childbirth at a hospital, etc.

Artificial Intelligence in Higher Education; Creating the Artificial Intelligence in Higher Education Study Group; providing the purpose, membership, and duties of the study group; requiring the study group to submit a report by a specified date to the Governor and the Legislature, etc.
Instruction on Reproductive Health; Requiring that certain materials used to teach reproductive health be approved annually by a district school board in an open, noticed meeting, rather than the Department of Education, etc.
Rapid Rail Transit Compact; Authorizing the Governor to execute a rapid rail transit compact with specified states to join the Southern Rail Commission; providing the form of the compact, etc.
