Education; Deleting references to the Video Cameras in Public School Classrooms Pilot Program; deleting an obsolete definition; authorizing certain parents to submit a written request to the school principal for installation and operation of a video camera in a self-contained classroom; requiring that a video camera be operational within a specified timeframe after approval of a request under the policy; prohibiting a school or school district from concealing the identity of an employee in a video recording, etc.

Activities of Special Districts; Authorizing certain special districts meeting particular criteria to jointly enter into, participate in, establish, and control specified joint relationships or collaborations anywhere within the boundaries of either or all such special districts; establishing state action immunity; authorizing such districts to exercise such powers regardless of certain consequences, etc.

Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000

Affordable Housing Property Tax Exemption; Revising a specified finding that a taxing authority must make in order to elect not to exempt certain property from certain ad valorem taxation; authorizing certain property owners in a multifamily project to apply for and continue to receive an exemption, etc.

Application Stores; Requiring an app store provider to take certain steps to verify the ages of individuals who create or who have existing accounts with the app store provider; providing parental consent requirements for accounts created or held by minors; requiring app store providers to take certain steps to protect specified personal information; authorizing minors, or the parents of minors, to bring civil actions against app store providers or developers for violations of the act, etc.

Interpersonal Violence Injunctions; Revising the required forms, motions, and information all clerk of the court offices must provide to assist petitioners; requiring the court, upon the filing of a domestic violence petition, to review the petition ex parte and set a final hearing at the earliest possible time under certain circumstances; revising what the clerk of the court, within a specified timeframe after the court sets the case for a final hearing, is required to transmit to the sheriff or a law enforcement agency for service; prohibiting a court from issuing mutual orders of protection, etc.

Antisemitism Task Force; Creating the Antisemitism Task Force adjunct to the Office of Civil Rights within the Department of Legal Affairs for a specified purpose; requiring the department to provide administrative and staff support to the task force; requiring the task force to meet quarterly; requiring the task force to annually submit a report and policy recommendations to the Governor and the Legislature by a specified date; specifying that the term “antisemitism” does not include certain criticism of the state of Israel, etc.

Home Health Services; Requiring nurse registries to provide a written disclosure to clients at intake and annually thereafter; requiring the Agency for Health Care Administration to adopt rules; prohibiting nurse registries from using specified terms in their business names, advertising, websites, and promotional materials; providing that registered homemakers and companions are subject to initial and periodic inspections by the agency; revising the definition of the term “low-risk provider” to exclude nurse registries, etc.

Nicotine Dispensing Devices; Citing this act as the “Florida Age-Gate Act”; defining the term “non-FDA-authorized nicotine dispensing device”; requiring an applicant for a retail nicotine products dealer permit to consent to inspections and searches of the licensed premises by the Department of Law Enforcement for specified purposes; providing civil and criminal penalties for retail tobacco products dealers that sell or advertise, promote, or display for sale non-FDA-authorized nicotine dispensing devices; prohibiting certain dealers that sell non-FDA-authorized nicotine dispensing devices from advertising, promoting, or displaying such devices if such dealers do not prohibit persons younger than 21 years of age on the licensed premises, etc.

Motor Vehicle Operator Privacy; Citing this act as the "Driver Privacy Act"; prohibiting certain personal information and e-mail addresses from being sold to or shared with a third-party company, foreign country of concern, or foreign principal; providing for retroactive application; providing penalties for a third-party company that uses or releases certain information for a specified purpose, etc.
