Mandatory Human Reviews of Insurance Claim Denials; Requiring that insurers’ decisions to deny a claim or any portion of a claim be made by qualified human professionals; prohibiting the use of algorithms, artificial intelligence, or machine learning systems as the sole basis for determining whether to adjust or deny a claim; authorizing the Office of Insurance Regulation to conduct market conduct examinations and investigations under certain circumstances, etc.

Communication Rights of Individuals with Disabilities; Providing that individuals with a disability have the right to communicate in their preferred manner; prohibiting state agencies, schools, and health care providers from restricting or denying such individuals access to their preferred alternative communication method; specifying rights that individuals with disabilities have with respect to their communication needs; establishing the Communication Rights Advisory Board within the Agency for Persons with Disabilities for a specified purpose, etc.

Carryforward Funding of Certain Managing Entities; Revising the duties of the Department of Children and Families; revising the criteria for the department’s comprehensive review of certain managing entities; requiring a managing entity to ensure maximum subcontract utilization of current year allocated funds within its network, etc.

Auxiliary Containers; Preempting the regulation of auxiliary containers to the state; providing exceptions; requiring the Department of Environmental Protection to develop a uniform ordinance for the use and disposition of single-use, nonrecyclable auxiliary containers; prohibiting the use, sale, or distribution of certain single-use auxiliary containers on such lands; repealing a provision relating to the regulation of polystyrene products preempted to the Department of Agriculture and Consumer Services, etc.

Naturopathy; Citing this act as the "Florida Naturopathy Sunrise Act"; creating the Board of Naturopathy within the Department of Health; providing licensure requirements for naturopaths; providing titles and abbreviations licensed naturopaths may use and are prohibited from using; specifying acts that are outside the scope of practice of naturopaths, etc.

Medical Examiners’ Duties; Specifying autopsy requirements for certain cases involving sudden and unexpected deaths; requiring medical examiners to report specified cases to the national Sudden Unexpected Infant Death and Sudden Death in the Young Case Registry in accordance with protocols established by the Department of Health and the United States Centers for Disease Control and Prevention; requiring the department to impose certain administrative penalties against medical examiners for failure to report such cases in a specified timeframe, etc.

Contract Protection for Elderly Persons and Disabled Adults; Creating the “Elderly and Disabled Adult Contract Protection Act”; requiring that all contracts involving an elderly person or a disabled adult be in that person’s primary language; requiring a contracting party to conduct a comprehensive review of the contract before an elderly person or disabled adult signs the contract; requiring a contracting party to record a video that depicts the contracting process and the elderly person or disabled adult signing the contract, etc.

Transparency in Health Care; Defining the term “personal benefit”; requiring health care practitioners to report any personal benefit received from a pharmaceutical company to the Department of Health; requiring the department to establish uniform reporting procedures and a publicly accessible online database for the reports; requiring the department to establish certain guidelines for health care practitioners, etc.

Department of Health; Revising requirements for department approval of qualified physicians and medical directors of medical marijuana treatment centers; prohibiting medical marijuana treatment center cultivating, processing, or dispensing facilities from being located within a specified distance of parks, child care facilities, or facilities providing early learning services; creating the Neurofibromatosis Disease Grant Program within the department; revising duties of the department in administering the Early Steps Program; authorizing a registered nurse to delegate the administration of certain controlled substances to a home health aide for medically fragile children under certain circumstances, etc.

Clerks of the Court; Authorizing the cumulative excess of funds to be used in the development of the total combined budgets of the clerks of the court; requiring that a court use certain sale procedures in a foreclosure action; providing that only a clerk of court may conduct a foreclosure sale, etc.
