Homeowners’ Associations; Creating the Office of the Homeowners’ Association Ombudsman within the Division of Florida Condominiums, Timeshares, and Mobile Homes of the Department of Business and Professional Regulation; specifying the powers and duties of the ombudsman; providing the duties of the division relating to the development, construction, sale, lease, ownership, operation, and management of residential parcels and complaints; authorizing the division to issue citations and adopt rules; requiring the division to maintain a toll-free telephone number accessible to parcel owners, etc.

Fees/Homeowners’ Associations; Requiring each homeowners’ association that operates more than two parcels to pay to the Division of Florida Condominiums, Timeshares, and Mobile Homes an annual fee for each residential parcel operated by the association; requiring that the association be assessed a specified penalty of the amount due if the fee is not paid by a specified date; providing that, until the amount due, plus any penalty, is paid, an association is deemed delinquent and does not have standing to maintain or defend any action in the courts of this state; requiring that all fees the division collects be deposited in the Division of Florida Condominiums, Timeshares, and Mobile Homes Trust Fund, etc.

Taking and Exporting Aquatic Animal Species; Citing this act as the “Marine and Aquatic Native Threatened Animal Protection Act”; prohibiting the taking, possession, transportation, or exportation of endangered, threatened, or vulnerable aquatic animal species from state waters for certain purposes; prohibiting the Fish and Wildlife Conservation Commission from issuing, renewing, or approving certain licenses; providing penalties, etc.

Online Media Transparency; Creating the "Online Media Transparency Act"; requiring certain content creators to clearly and conspicuously disclose any sponsorship within any related media content; providing that failure to disclose a sponsorship constitutes an unfair or deceptive act or practice; requiring a content creator who receives sponsorship from a foreign principal of a foreign country to file a certain disclosure with the Department of State, etc.

Seaport Security; Requiring seaports to maintain an onsite fire station that is staffed and operational 24 hours a day, 7 days a week; requiring fire stations to have a certified hazardous materials response team with specified capabilities; requiring seaports to maintain a specified number of operational fireboats able to respond to fires and hazardous materials incidents in specified areas, etc.

Luggage for Children Placed in Out-of-home Care; Citing this act as the “Fostering with Dignity Act”; requiring the Department of Children and Families to provide certain children with luggage for certain purposes; requiring the department to collaborate with certain entities and pursue strategic partnerships for specified purposes; authorizing the department to solicit and accept gifts, grants, and donations from any source for certain purposes, etc.

Alternative Judicial Sales Procedures; Requiring the court to direct the clerk of an alternative auctioneer to sell real or personal property under an order or final judgment at public sale; prohibiting the court in a foreclosure action from approving a request from a party to substantially deviate from specified judicial sales procedures unless certain conditions are met; requiring the clerk to conduct a sale according to specified provisions under specified circumstances; requiring the court to set forth in writing any deviation authorized in the final judgment of foreclosure or other order, etc.

Domestic Violence Centers; Prohibiting the Department of Children and Families from deeming the results of a home study unfavorable under certain circumstances; prohibiting the removal of a child from certain placement due to the child and his or her custodian or parent temporarily residing in a certified domestic violence center if certain requirements are met; prohibiting a court from making a certain finding solely due to a parent temporarily residing in a certified domestic violence center, etc.

Child Welfare; Providing that a new medical report relating to the provision of psychotropic medication to a child in the legal custody of the Department of Children and Families may be required only under certain circumstances; requiring the department and each community-based care lead agency to coordinate with certain organizations and meet at least quarterly for a specified purpose; requiring a physician to provide to a pharmacy a copy of certain documentation, rather than a signed attestation, with certain prescriptions, etc.

Postsurgical Recovery Homes; Creating the "Postsurgical Recovery Home Safety Act"; providing licensure requirements to operate a postsurgical recovery home; requiring inspections before issuing a license and annually thereafter; prohibiting operating or advertising a postsurgical recovery home without a license; prohibiting a postsurgical recovery home from providing patient care without meeting certain staffing requirements, etc.
