Contracts for Instructional Personnel; Deleting a prohibition on district school boards awarding annual contracts on the basis of unauthorized contingencies or conditions; deleting a prohibition on district school boards altering or limiting their authority to award or not award an annual contract; authorizing the district school board to award an extended contract to certain instructional personnel; authorizing the suspension or dismissal of personnel on an extended contract under certain circumstances, etc.

Telehealth; Prohibiting Medicaid managed care plans from using providers who exclusively provide services through telehealth to achieve network adequacy; prohibiting certain health insurance policies from denying coverage for covered services provided through telehealth under certain circumstances; requiring certain small employer benefit plans to comply with certain requirements for reimbursement of telehealth services; prohibiting a health maintenance organization from requiring a subscriber to receive certain services through telehealth, etc.

Apalachicola Bay Area of Critical State Concern; Requiring that certain funds distributed into the Florida Forever Trust Fund be spent on projects that improve surface water and groundwater quality in the Apalachicola Bay Area of Critical State Concern, etc.

Social Services Estimating Conference; Specifying information the Social Services Estimating Conference must develop related to a certain Medicaid waiver services program, etc.

Early Learning Scholarship Program; Citing this act as the "Brighter Future Act"; establishing the Early Learning Scholarship program; requiring the program to be administered by the Office of Early Learning; providing that a student who receives a scholarship remains eligible to participate until the student is admitted to kindergarten or attains the age of 6 years by a specified date, etc.

Florida Kidcare Program Eligibility; Removing a requirement that the Agency for Health Care Administration establish certain penalties or waiting periods for reinstatement of coverage under certain circumstances; removing certain provisions relating to children who are not eligible to receive premium assistance under the program; revising a provision limiting eligibility for continuous coverage under the program to children of certain ages, etc.

Florida Retirement System; Revising the definition of the term “continuous service” for purposes of the Florida Retirement System; revising an exception to the employment after retirement limitations for retired law enforcement officers who are reemployed with a covered employer, etc.

Florida Retirement System; Providing for compulsory membership in the Florida Retirement System for certain governing bodies established on or after a specified date; requiring certain benefits be paid to a beneficiary who does not qualify as a joint annuitant; authorizing eligible employees an additional opportunity to transfer from the investment plan to the pension plan within a specified timeframe; authorizing pension plan members to contribute amounts in addition to the required member rate to the Florida Retirement System for a specified purpose, etc.

Pay-for-success Contracts; Authorizing a state agency to enter into a pay-for-success contract with a private entity under certain conditions, subject to an appropriation and specified language in the General Appropriations Act; authorizing cancellation of the contract under specified circumstances; prohibiting a private entity from viewing or receiving personal client information that is otherwise confidential and exempt from public records requirements, etc.

Composition of the Multi-use Corridors of Regional Economic Significance Program; Removing a certain regional corridor terminus from the program, etc.
