Music Therapy; Creating the Music Therapy Advisory Committee within the Department of Health for a specified purpose; authorizing the committee to facilitate the development of certain materials and act as a facilitator of statewide dissemination of information between certain entities; requiring the department to issue a license to practice as a professional music therapist to applicants meeting specified criteria; specifying collaboration requirements for licensees engaging in the practice of music therapy, etc.

Government Waste and Misconduct; Requiring the Office of Program Policy Analysis and Government Accountability, the Auditor General, and the Government Efficiency Task Force to prepare a specified report; requiring that the report include an investigation and evaluation of all state spending; creating the Working Floridians Tax Rebate Program within the Department of Commerce for a certain purpose; defining the term “waste”; granting certain state funds to people and households that received the federal Earned Income Tax Credit and meet certain criteria, etc.

Fortification of Enriched Grain Products with Folic Acid; Requiring that enriched grain products offered for human consumption in this state contain folic acid; providing labeling requirements for such products; providing penalties; requiring the Department of Agriculture and Consumer Services, in coordination with the Department of Health, to enforce certain provisions, etc. APPROPRIATION: $250,000

Agreement Among the States to Elect the President by National Popular Vote; Providing for enactment of the agreement; providing a method by which a state may become a member state; requiring a statewide popular election for President and Vice President of the United States; establishing a procedure for appointing presidential electors in member states; providing that the agreement becomes effective upon the occurrence of specified actions, etc.

Initiating a Property Insurance Interstate Compact; Requiring the Commissioner of Insurance Regulation to initiate a compact with other states to establish a national risk pool for property insurance for natural disasters for a specified purpose; requiring the commissioner, as soon as feasible, to enter into the compact with a minimum number of member states, etc.

Animal Cremation; Creating “Sevilla’s Law”; requiring a provider of companion animal cremation services to provide certain individuals and entities with a written description of the services the provider offers; requiring certain providers to include a certification with the returned animal’s cremation remains; providing that certain acts are unlawful; providing civil penalties for initial and subsequent offenses, etc.

Cost-sharing Requirements for Diabetes Management; Prohibiting health insurance policies from imposing a cost-sharing requirement exceeding a certain amount for a 30-day supply of insulin or any diabetes device or diabetic ketoacidosis device, etc.

Mandatory Human Reviews of Insurance Claim Denials; Requiring that insurers’ decisions to deny a claim or any portion of a claim be made by qualified human professionals; prohibiting the use of algorithms, artificial intelligence, or machine learning systems as the sole basis for determining whether to adjust or deny a claim; authorizing the Office of Insurance Regulation to conduct market conduct examinations and investigations under certain circumstances, etc.

Career and Academic Planning for Middle and High School Students; Requiring district school boards annually to provide students and their parents with certain information relating to career and technical education programs beginning in a specified grade; requiring middle schools to hold a career and academic planning meeting for specified students and their parents; revising the information included in a student’s personalized academic and career plan, etc.

Student Elopement; Requiring public schools to create a School Staff Assistance for Emergencies (SAFE) Team and a school elopement plan; providing requirements for the plan; providing for membership and responsibilities of the SAFE Team; requiring the SAFE Team to create student-specific elopement quick reference guides for certain students, etc.
