Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000

Reproductive Freedom; Creating the “Reproductive Freedom Act”; establishing the fundamental right to reproductive health care; providing that every individual has a fundamental right to make autonomous decisions about the individual’s own reproductive health; prohibiting the state from denying or interfering with an individual’s right to access reproductive health care; prohibiting such state and local entities from penalizing, prosecuting, or otherwise taking adverse action against an individual for exercising specified rights, or against an individual for assisting another in exercising such rights, etc.

Handling of Animals; Requiring the Department of Agriculture and Consumer Services to develop and adopt rules, best management practices, and other measures for dog breeding in this state; deleting a limit on veterinary costs under certain provisions; specifying requirements for retail stores that offer animals for sale; requiring dog breeders to apply to the Department of Business and Professional Regulation for a certificate of registration and to renew the certificate at specified intervals, etc.

911 Public Safety Telecommunicator Employment-related Mental or Nervous Injuries; Defining the term “911 public safety telecommunicator”; providing that specified provisions relating to certain medical benefits for mental or nervous injuries for first responders also apply to 911 public safety telecommunicators, etc.

Sexual Violence Policies; Requiring schools to establish sexual violence policies and supportive measures; specifying requirements for the policies and measures; requiring schools to notify specified persons of the policies and measures; specifying requirements for such notifications; requiring the policies and measures to be published in specified places and on certain websites, etc.

Compensation of the Descendants of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Providing that certain facts are found and declared to be true; providing that a sum is appropriated from the General Revenue Fund to the Department of State for specified relief; requiring that a specified percentage of such relief be provided to certain individuals and estates; providing that specified persons are ineligible for further compensation, etc. APPROPRIATION: $4,000,000

Study on Childcare Assistance Programs; Requiring the Office of Program Policy Analysis and Government Accountability, beginning on a specified date, to conduct a study of state public and private employee child care assistance programs for a specified purpose; specifying the scope of the study; requiring the office to consult with specified entities in conducting the study; requiring the office to submit a report of its findings and recommendations to the Governor and the Legislature by a specified date, etc.

Financial Oversight and Management Board for Puerto Rico; Urging Congress to establish an end date for the Financial Oversight and Management Board for Puerto Rico, etc.

Community Rehabilitation Programs; Providing minimum requirements a community rehabilitation program must meet to qualify to enter into a cooperative agreement with the Division of Blind Services to provide certain services; providing that a community rehabilitation program that meets specified requirements is considered a priority service provider for purposes of program funding; requiring the Florida Association of Agencies Serving the Blind, Inc., to coordinate with the division to ensure cooperative agreements meet certain needs, etc.

Affordable Housing; Increasing the length of time that certain rental units must remain affordable in order to qualify for a specified zoning variance; requiring that certain incentives be used for the construction of affordable housing; decreasing the maximum median income used to determine eligibility for certain tax incentives; specifying that documentary stamp taxes do not apply to deeds, transfers, or conveyances of residential property to first-time homebuyers, etc.
