Homeowners’ Association Ombudsman; Creating the Office of the Homeowners’ Association Ombudsman within the Division of Florida Condominiums, Timeshares, and Mobile Homes of the Department of Business and Professional Regulation; providing that the ombudsman serves at the pleasure of the Governor; prohibiting the ombudsman and officers and full-time employees of the office from holding certain positions, engaging in certain activities, or receiving certain remuneration; providing for the administration of an election monitoring process, etc.

Former Phosphate Mining Lands; Providing conditions for a cause of action against certain former phosphate mine sites; requiring the Department of Health to conduct gamma radiation surveys of former phosphate land parcels upon petition; requiring that specified documentation of radiation levels be submitted in certain civil actions related to phosphate mining, etc.

Stormwater Management Systems; Defining the terms “MS4” and “MS4 entity”; requiring each MS4 entity to conduct an operation and maintenance inspection of certain stormwater management systems by a specified date; requiring each MS4 entity to complete a stormwater facility inspection checklist, etc.

Administrative Procedure; Specifying that an agency’s issuance of a guidance document or other statement interpreting a statute without express statutory delegation to issue such guidance is an invalid exercise of delegated legislative authority; prohibiting an agency from adopting a rule or issuing a guidance document without statutory delegation; requiring an agency to conduct retrospective cost-benefit analyses and assessment reports for certain rules, subject to certain requirements; requiring that additional information be published in the Florida Administrative Code, etc.

Cardiac Emergencies; Revising a requirement for instruction on cardiopulmonary resuscitation and the use of an automated external defibrillator; requiring each public school to develop a cardiac emergency response plan (CERP); requiring school officials to work with local emergency service providers to integrate the CERP into emergency responder protocols; providing a requirement for automated external defibrillator placement, etc.

Thoroughbred Permitholders; Requiring certain thoroughbred permitholders to conduct a full schedule of live racing until such permitholders provide notice to the Florida Gaming Control Commission with certain information; revising the criteria for certain thoroughbred permitholders to pay the tax on handle for intertrack wagering; deleting certain criteria a thoroughbred permitholder must meet as part of its pari-mutuel annual license application in order to have its cardroom license renewed, etc.

Construction Contracting; Requiring that a portion of the 14 classroom hours required for the contractor certificateholder’s or registrant’s continuing education relate to financial literacy and basic consumer protection principles; requiring the Department of Business and Professional Regulation to create and adopt by a date certain a standardized disciplinary form for a certain purpose; requiring each local construction regulation board to submit a specified report by a date certain, etc.

Transportation Facility Designations/Harris Rosen Way and Geraldine Thompson Way; Providing honorary designations of certain transportation facilities in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Public Records/School Security Guards; Providing that certain information relating to school security guards held by the Department of Law Enforcement, a law enforcement agency, a school district, or a charter school is exempt from public records requirements; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Unlawful Distribution of Controlled Substances Resulting in Death; Defining the terms “dangerous fentanyl or fentanyl analogs” and “distribute”; creating an offense of murder in the third degree, etc.
