Building Safety; Defining the term “milestone inspection”; specifying that the purpose of a milestone inspection is not to determine compliance with the Florida Building Code or the firesafety code; requiring certain associations to periodically have a study conducted relating to required reserves after a specified date; requiring associations to provide for the maintenance, repair, and replacement of condominium property; authorizing boards to adopt a special assessment or borrow money for certain reasons without unit owner approval; revising certification and education requirements for directors of association boards, etc.

Transportation Facility Designations/98 Points of Light Road; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Educational Opportunities for Disabled Veterans; Defining the term “disabled veteran”; providing that disabled veterans receiving certain federal educational assistance benefits are eligible to receive a waiver for the remaining cost of tuition and fees at certain institutions; requiring the amount awarded by the state to be contingent on the application of specified federal benefits; requiring certain institutions to submit an annual report to the Board of Governors and the State Board of Education, etc.

Protective Injunctions; Authorizing clerks of the court to electronically transmit certain documents relating to an injunction for protection against domestic violence under certain circumstances; providing that electronically transmitted documents may be served in the same manner as certified copies; authorizing clerks of the court to electronically transmit certain documents relating to injunctions for protection against repeat violence, sexual violence, or dating violence and against stalking, respectively, under certain circumstances; requiring the Florida Sheriffs Association and the Florida Association of Court Clerks and Comptrollers to establish a joint workgroup for a specified purpose, etc.

Living Organ Donors in Insurance Policies; Prohibiting insurers under specified policies from declining or limiting coverages and discriminating against persons based solely on their status as living organ donors, and from precluding insureds from donating organs; authorizing the Financial Services Commission to adopt rules and take actions to enforce specified laws, etc.

Vote-by-mail Ballots; Requiring the supervisor of elections to enclose a postage paid mailing envelope with each vote-by-mail ballot, etc.

Medical Marijuana Identification Cards for Service-disabled Veterans; Prohibiting the Department of Health from charging a fee for the issuance, replacement, or renewal of an identification card for the medical use of marijuana for a service-disabled veteran or his or her caregiver if a specified form is included with the identification card application, etc.

Online Access to Reemployment Assistance Program; Requiring the Department of Economic Opportunity to develop a mobile-optimized website to make the reemployment assistance program accessible to the public through mobile devices; providing a name for the mobile-optimized website implementation project; providing that the implementation of the mobile-optimized website is contingent upon legislative appropriation, etc.

Energy Security and Disaster Resilience Pilot Program; Creating the pilot program within the Department of Agriculture and Consumer Services; providing for the issuance of grants to offset costs relating to onsite solar energy storage systems for certain facilities; directing the department to conduct or contract to conduct a specified study, publish the study on its website, and provide copies of the study to the Governor and Legislature, etc. APPROPRIATION: $10,000,000

Bottled Water; Requiring the Department of Environmental Protection to monitor certain consumptive use permits; providing penalties for nonpayment of fees, etc.
