Public Meetings During Declared States of Emergency; Providing for the suspension of certain statutory provisions during declared states of emergency for a specified timeframe; authorizing governing bodies to use communications media technology to conduct meetings during declared states of emergency; providing that certain remote participation by a governing body member in a meeting constitutes that individual’s presence at such meeting and counts toward a quorum during a declared state of emergency; authorizing members of a governing body to attend certain meetings in person or through communications media technology, etc.

Educational Dollars for Duty Program; Revising eligibility for the Educational Dollars for Duty program (EDD) to include members of the Florida National Guard who enroll in an accredited or licensed online degree program provided by a public or nonpublic postsecondary institution or technical center in this state or another state; conforming requirements for online courses included in the EDD; conforming requirements for adoption of tuition payment guidelines by the Adjutant General, etc.

Vote-by-mail Ballots; Requiring the supervisor of elections to enclose a postage paid mailing envelope with each vote-by-mail ballot, etc.

Assault Weapons and Large-capacity Magazines; Prohibiting the sale or transfer of an assault weapon or a large-capacity magazine; prohibiting possession of an assault weapon or a large-capacity magazine; requiring certificates of possession for assault weapons or large-capacity magazines lawfully possessed before a specified date; providing conditions for continued possession of such weapons or large-capacity magazines; specifying circumstances in which the manufacture or transportation of assault weapons or large-capacity magazines is not prohibited, etc.

Florida Hometown Hero Housing Program; Creating the Florida Hometown Hero Housing Program; providing the purpose of the program; specifying requirements for loans under the program; authorizing the Florida Housing Finance Corporation to underwrite and make such loans to specified borrowers; specifying ineligible employees, etc.

End-stage Renal Disease Facility Emergency Planning; Requiring end-stage renal disease facilities to annually provide information to certain persons regarding special needs shelter registration procedures; requiring local emergency management agencies to identify and include in their county emergency management plans the health care facilities for which electric and water utilities must prioritize the emergency restoration of services; requiring end-stage renal disease facilities to adopt written emergency preparedness and contingency operations plans; requiring the Agency for Health Care Administration, in consultation with the Division of Emergency Management, to adopt rules, etc.

Standard High School Diploma Award Requirements; Adding a new requirement for the award of a standard high school diploma to Academically Challenging Curriculum to Enhance Learning students; requiring students, beginning with those entering grade 9 in a specified school year, to submit a Free Application for Federal Student Aid in order to be awarded a standard high school diploma; providing an exemption, etc.

Relief of the Estate of Molly Parker/Department of Transportation; Providing for the relief of the Estate of Molly Parker; providing an appropriation to compensate the Estate of Molly Parker for Ms. Parker’s death, sustained as result of the negligence of the Department of Transportation; providing a limitation on compensation and the payment of attorney fees, etc. CLAIM WITH APPROPRIATION: Indeterminate

Custodial Interrogations of Minors; Providing a presumption of inadmissibility for confessions of certain minors which are made as a result of a custodial interrogation at a place of detention if deceptive tactics are used; specifying circumstances under which the presumption may be rebutted; providing that the state attorney has the burden of proving that such confessions were voluntary, etc.

Energy Security and Disaster Resilience Pilot Program; Creating the pilot program within the Department of Agriculture and Consumer Services; providing the purpose of the pilot program; providing for the issuance of grants to offset costs relating to onsite solar energy storage systems for certain facilities; providing requirements for the application process; directing the department to conduct or contract to conduct a specified study, publish the study on its website, and provide copies of the study to the Governor and Legislature by a specified date; providing for expiration of the pilot program; providing an appropriation, etc. APPROPRIATION: $10,000,000
