Carrying Concealed Weapons and Firearms into Athletic Events; Revising the list of places into which a person may not carry a handgun or a concealed weapon or concealed firearm to allow actively sworn law enforcement officers to carry concealed weapons and concealed firearms into certain athletic events when attending as a private citizen, etc.

Litigation Financing; Citing this act as the “Litigation Investment Safeguards and Transparency Act”; requiring courts to consider potential conflicts of interest which may arise from the existence of a litigation financing agreement in specified circumstances; requiring certain disclosures related to litigation financing agreements and the involvement of foreign persons, foreign principals, or sovereign wealth funds; providing that a litigation financing agreement is void and unenforceable in specified circumstances, etc.

Elections of County Commissioners, District School Board Members, and District School Superintendents; Requiring county commissioners to be nominated and elected by qualified electors who reside in the same county commission district as the commissioner; revising the membership of district school boards; requiring members of the district school board to be elected by the qualified electors who reside in the same school district as the member; revising provisions relating to the election and term of office for district school superintendents, etc.

Insurance Regulations; Providing that the Chief Financial Officer is the agent for service of process on health maintenance organizations; authorizing the Department of Law Enforcement to exchange certain records with the Office of Insurance Regulation; deleting certain provisions relating to credits allowed in specified reinsurance circumstances and relating to assuming insurers’ accreditations; prohibiting personal residential property insurers from submitting more than two use and file filings under certain circumstances; requiring that certain rate filings with the office from residential property insurers include rate transparency reports, etc.

Physician Assistants; Deleting the requirement that a supervising physician notify the Department of Health of his or her intent to delegate prescriptive authority, or of any change in such delegation, to a physician assistant; revising requirements for prescriptions issued by a physician assistant; providing for the registration of a physician assistant to engage in practice without physician supervision; providing registration requirements, etc.

K-12 School Transportation; Requiring school districts to provide transportation to students in kindergarten through grade 12 under certain circumstances; requiring district school boards to provide transportation to students in kindergarten through grade 12 who live more than 1 mile from the nearest appropriate school; requiring the use of artificial intelligence programs for specified purposes within a certain timeframe of such programs being made available; revising the criteria for walkways parallel and perpendicular to the road to be considered a hazardous walking condition, etc.

Public Records/Uniform Mitigation Verification Inspection Form Database; Providing an exemption from public records requirements for certain data entered into the uniform mitigation verification inspection form database; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Canine Support Grant Program for First Responders; Citing this act as the “Canine Heroes for First Responders Act”; defining the term “State Fire Marshal”; requiring the Department of Law Enforcement and the State Fire Marshal to establish and jointly administer the grant program; providing support dog requirements, etc.

Firearm Purchase or Transfer; Reducing the minimum age at which a person may purchase a firearm; reducing the minimum age of purchasers to whom specified licensees are prohibited from selling or transferring a firearm; revising an exception to the mandatory waiting period for the purchase of rifles or shotguns, etc.

Candidate Qualification; Providing eligibility requirements for persons seeking to qualify for nomination as candidates of a political party or as candidates with no party affiliation; providing that certain entities may bring an action for declaratory and injunctive relief based on a certain claim; prohibiting a person from qualifying as a candidate for election and prohibiting his or her name from appearing on the ballot under certain circumstances, etc.
