Employers Receiving Economic Development Incentives from State Agencies; Requiring an employer to sign an agreement with a state agency that is awarding an economic development incentive before becoming eligible for the economic development incentive; authorizing persons and entities to report a suspected violation to the Attorney General within a specified timeframe; requiring the Attorney General to determine whether a violation has occurred; requiring a state agency to execute a separate written agreement with the recipient of the economic development incentive before the state agency awards the economic development incentive, etc.

911 Public Safety Telecommunicator Employment-related Mental or Nervous Injuries; Defining the term “911 public safety telecommunicator”; providing that specified provisions relating to certain medical benefits for mental or nervous injuries for first responders also apply to 911 public safety telecommunicators, etc.

Compensation of the Descendants of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Providing that certain facts are found and declared to be true; providing that a sum is appropriated from the General Revenue Fund to the Department of State for specified relief; requiring that a specified percentage of such relief be provided to certain individuals and estates; providing that specified persons are ineligible for further compensation, etc. APPROPRIATION: $4,000,000

Disclosure of Estimated Ad Valorem Taxes; Defining the terms “listing platform” and “property”; requiring that certain property listings include estimated ad valorem taxes; requiring the Department of Revenue to maintain on its website a table of links to each county’s property appraiser’s homepage and tax estimator; requiring the department to develop a formula that may be used by listing platforms to calculate the estimated ad valorem taxes; requiring the department to annually develop a countywide aggregate average millage rate for each county for use by listing platforms, etc.

Clerks of the Court; Authorizing the cumulative excess of funds to be used in the development of the total combined budgets of the clerks of the court; requiring that a court use certain sale procedures in a foreclosure action; providing that only a clerk of court may conduct a foreclosure sale, etc.

Health Care Coverage; Establishing the Joint Legislative Committee on Medicaid Oversight for specified purposes; revising encounter data reporting requirements for prepaid Medicaid plans; requiring managed care plans to report to the agency and the Office of Insurance Regulation the existence of and specified details relating to certain affiliations by a specified date and annually thereafter; revising requirements for contracts between a pharmacy benefit manager and a participating pharmacy; revising and specifying additional practices pharmacy benefit managers are prohibited from engaging in, etc.

Department of Environmental Protection; Deleting provisions creating the Environmental Regulation Commission; requiring that residential properties of a specified size located in a certain area connect to a central sewer system or upgrade to a specified type of nutrient-reducing wastewater treatment system; authorizing remediation plans for certain properties to have certain requirements related to existing conventional onsite sewage treatment and disposal systems; revising legislative findings and intent for the Florida Communities Trust; revising the approval criteria for certain onsite sewage treatment and disposal systems, etc.

Qualified Contractors; Requiring each county and municipality, respectively, of a specified size to create and implement a program for the purpose of making development preapplication consultation services available at an applicant’s request; authorizing a county or municipality to use a qualified contractor or qualified contractor firm to fulfill specified preapplication services requirements; requiring a local government to establish a registry of a specified number of qualified contractors or qualified contractor firms to conduct certain preapplication services; requiring the governing body of certain local governments and counties to include certain developments in a program that expedites the process for issuing building permits for planned unit developments or phases of a community or subdivision, etc.

Relief of the Estate of Mark LaGatta by the Department of Transportation; Providing for the relief of the Estate of Mark LaGatta; providing an appropriation to compensate the estate for injuries and damages sustained by Mr. LaGatta as a result of the negligence of the Department of Transportation; providing a limitation on compensation and the payment of attorney fees, etc. CLAIM WITH APPROPRIATION: $2,200,000

Students with Autism Spectrum Disorder; Requiring certain program participants at educator preparation institutes to complete the autism micro-credential; requiring each educator preparation institute to offer training on teaching students with certain disabilities; creating the Autism Educator Loan Forgiveness Program; providing requirements for teachers to receive an annual payment; revising core curricula for teacher preparation programs, etc.
