Youth Athletic Activities; Defining the term “athletics personnel”; requiring an entity that administers or conducts a high-risk youth athletic activity or related training on certain property to require unpaid or volunteer athletics personnel to complete a specified course; requiring such personnel to complete the course within a specified timeframe after their initial involvement, and annually thereafter, etc.

Litigation Financing Consumer Protection; Creating the Litigation Financing Consumer Protection Act; requiring litigation financiers to register with the Office of Financial Regulation; prohibiting litigation financiers from engaging in specified conduct; providing for a contingent right to civil action proceeds assignability; providing that specified communications between attorneys and litigation financiers do not limit or waive statutory or common-law privilege, etc.

Fees/Blue Angels License Plate; Creating a fee for a certain specialty license plate, etc.

Credit For Reinsurance; Adding conditions under which a ceding insurer must be allowed credit for reinsurance; specifying requirements for assuming insurers and reinsurance agreements; authorizing a ceding insurer or its representative that is subject to rehabilitation, liquidation, or conservation to seek a certain court order; authorizing the Office of Insurance Regulation to revoke or suspend an assuming insurer’s eligibility under certain conditions, etc.

Duty to Notify Patients; Requiring a health care practitioner to notify a patient in writing upon referring the patient to certain providers and hospitals under certain circumstances; providing requirements for such notice, etc.

Consumer Data Privacy; Prohibiting the use of personal data contained in public records for certain marketing, soliciting, and contact without the person’s consent; requiring the operator of a website or online service that collects certain information from consumers in this state to establish a designated request address and provide specified notice regarding the collection and sale of such information; prohibiting such operator from making any sale of consumer information upon request of the consumer, etc.

Criminal Proceedings; Citing this act as the “Justice for Victims of Mass Violence Act”; specifying speedy trial periods for persons accused as perpetrators of acts of mass violence; requesting the Supreme Court to adopt certain rules for the cases of persons accused as perpetrators of acts of mass violence concerning speedy trial periods, docketing of capital appeals, habeas proceedings, and screening of postconviction claims; requiring the clerk of the Florida Supreme Court to provide a specified notice to the Governor concerning persons sentenced to death for incidents of mass violence, etc.

Brownfield Site Rehabilitation; Providing that potential brownfield sites owned by the state or a local government which are impacted by PFAS are eligible to participate in a brownfield site rehabilitation agreement regardless of contribution, etc.

Protection of Vulnerable Investors; Requiring securities dealers, investment advisers, and associated persons to immediately report knowledge or suspicion of abuse, neglect, or exploitation of vulnerable adults to the Department of Children and Families’ central abuse hotline; authorizing dealers and investment advisers to delay disbursements or transactions of funds or securities from certain accounts associated with specified adults if certain conditions are met; providing for administrative and civil immunity for dealers, investment advisers, and associated persons, etc.
