Medicaid Providers; Requiring the Agency for Health Care Administration to include specified requirements in its contracts with Medicaid managed care plans, etc.
Employee Protections; Prohibiting agencies and independent contractors from taking specified actions against employees for disclosing certain information to the Commission on Ethics; providing that specified provisions protect employees and persons who submit written complaints to the commission or provide information to an investigator during an investigation of a complaint; authorizing certain employees or applicants for employment to file complaints in accordance with specified provisions; providing requirements for administrative procedures created by local governmental authorities, etc.
Housing; Authorizing a landlord to accept reusable tenant screening reports and require a specified statement; requiring, rather than authorizing, local governments to adopt, by a specified date, an ordinance to allow accessory dwelling units in certain areas; authorizing a local government to provide a density bonus incentive to landowners who make certain real property donations to assist in the provision of affordable housing for military families; requiring the Office of Program Policy Analysis and Government Accountability to evaluate the efficacy of using mezzanine finance and the potential of tiny homes for specified purposes, etc.
Homestead Property Exemption for the Surviving Spouses of Certain Quadriplegics; Proposing amendments to the State Constitution to authorize the Legislature to provide for a homestead property tax exemption for the surviving spouses of certain quadriplegics, etc.
Florida Museum of Black History; Providing legislative intent; establishing the Florida Museum of Black History Board of Directors; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.
Florida Public Service Commission; Revising the membership of the Florida Public Service Commission; requiring that orders issued by the commission contain adequate support for any conclusions made by the commission; requiring the commission to keep the allowable return on equity for public utilities close to the risk-free rate of return and require that upward deviations away from the risk-free rate be specifically justified by the public utility seeking a tariff modification; requiring that improvements included in certain transmission and distribution storm protection plans have forecasted customer benefits exceeding their forecasted cost, etc.
Exceptional Student Education; Requiring the Department of Education to develop and implement, by a specified date, a workforce credential program for students with an autism spectrum disorder or students on a modified curriculum; requiring the department to produce an annual report during a specified timeframe, etc.
Charter Schools; Revising which persons or entities may apply for a conversion charter school; authorizing a municipality to apply for a charter that it may designate as a job engine charter under certain conditions; revising entities that are included in the Workforce Development Capitalization Incentive Grant Program to include charter schools, etc.
Abandoning Restrained Dogs During Natural Disasters; Citing this act as “Trooper’s Law”; providing criminal penalties for restraining a dog outside during a natural disaster and thereafter abandoning the dog, etc.
Holocaust Remembrance Day; Requiring the Governor to proclaim a specified day annually as “Holocaust Remembrance Day”; authorizing “Holocaust Remembrance Day” to be observed in this state’s public schools and be observed by public exercise as the Governor may designate, etc.
