Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000

Public Assistance; Authorizing the Agency for Health Care Administration to conduct retrospective reviews and audits of certain claims under the state Medicaid program for a specified purpose; requiring the agency to seek federal approval to implement mandatory work and community engagement requirements for able-bodied adults as a condition of obtaining and maintaining Medicaid coverage; requiring the agency, in consultation with the Department of Children and Families, to develop a business plan to implement specified provisions; revising the purpose of the Medicaid Pharmaceutical and Therapeutics Committee to include creation of a Medicaid preferred physician-administered drug list, a Medicaid preferred product list, and a high-cost drug list; requiring the department to develop and implement a food assistance payment accuracy improvement plan for a specified purpose, etc.

Statewide Provider and Health Plan Claim Dispute Resolution Program; Specifying additional circumstances under which a disputed claim is not subject to review under the statewide provider and health plan claim dispute resolution program, etc.

Admissible Evidence in Personal Injury or Wrongful Death Actions; Providing that evidence admissible in personal injury or wrongful death actions may be used for rebutting, as well as for proving, the amount of certain damages; providing that such evidence may be offered by any party, etc.

Public Records and Public Meetings/Hearings Relating to Mental Health and Substance Abuse; Providing that all hearings relating to mental health examination or treatment and substance abuse treatment or assessment and stabilization, respectively, are confidential and closed to the public; providing that certain information is exempt from public records requirements; authorizing disclosure of certain confidential and exempt documents to certain service providers; authorizing courts to use a respondent’s name for certain purposes; providing for future legislative review and repeal of the exemption; providing statements of public necessity, etc.

Professional Licensure Reciprocity for the Practice of Surveying and Mapping; Revising the requirements for applicants eligible to be qualified for licensure by endorsement by the Board of Professional Surveyors and Mappers to include applicants from outside of the state who meet certain requirements; authorizing the board to require and independently evaluate certain documents and information, etc.

Compensation of the Descendants of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Providing that certain facts are found and declared to be true; providing that a sum is appropriated from the General Revenue Fund to the Department of State for specified relief; requiring that a specified percentage of such relief be provided to certain individuals and estates; providing that specified persons are ineligible for further compensation, etc. APPROPRIATION: $4,000,000

Child Welfare; Revising the definition of the term “harm” to provide that exposure of a child to a controlled substance may be established by evidence of acute or chronic use of a controlled substance by a parent to a specified extent; revising the definition of the term “neglect” to provide that neglect occurs when there is evidence of acute or chronic use of a controlled substance by a parent to a specified extent, etc.

Mathematics Education; Providing requirements for mathematics pathways established by a certain workgroup; requiring the Department of Education to develop applied algebra courses; providing requirements for the applied algebra courses; requiring the department to collaborate with the Board of Governors of the State University System to ensure the courses are accepted as mathematics credits for state university admissions, etc.

Land Use Regulations for Local Governments Affected by Natural Disasters; Prohibiting impacted local governments from enforcing certain moratoriums, requiring the repair or reconstruction of certain improvements to meet certain requirements, or enforcing changes to specified procedures; revising circumstances under which impacted local governments may enforce certain amendments, site plans, development permits, or development orders; deleting provisions related to filing suit against an impacted local government for injunctive relief, etc.
