Background Screenings and Certifications; Provides qualifications for person seeking certification as person with lived experience; requires continuum of care lead agencies to submit certain information to DCF for purposes of background screening; expands certain background screening requirements to apply to all health care practitioners; revises licensure, registration, or certification requirements for acupuncturists; optometrists; pharmacists; dentists; midwives; speech-language pathologists & audiologists; nursing home administrators; occupational therapists; respiratory therapists; dietitian/nutritionists; practitioners of orthotics, prosthetics, or pedorthics; electrologists; clinical laboratory personnel; medical physicists; genetic counselors; opticians; physical therapists; psychologists & school psychologists; clinical social workers, marriage & family therapists, & mental health counselors. APPROPRIATION: $250,000

Tuskegee Airmen Commemoration Day; Designates Tuskegee Airmen Commemoration Day, which occurs on fourth Thursday in March, as legal holiday.
Required Life Skills Instruction; Revises required instruction in Life skills that build confidence, support mental & emotional health, & enable students to overcome challenges to include career readiness, financial literacy, & home economics.
Nutritional Options Pilot Program; Creates Nutritional Options Pilot Program within DACS for specified purpose; provides for administration of & participation in pilot program; requires participating school districts to provide alternative meals & snacks to certain students.
End-of-life Options; Establishes procedure to allow adult who has mental capacity & who has terminal condition & who makes fully informed decision that he or she no longer wants to live, to obtain medication to end his or her life; provides requirements for health care providers, health care facilities & DOH.
Elections; Requires Florida Commission on Offender Review to develop & maintain database containing certain information; repeals provisions relating to Office of Election Crimes & Security & prohibition on use of private funds for election-related expenses; prohibits certain governmental entities from taking certain actions relating to elections; establishes Florida Voting Rights Act Commission; requires commission to designate certain languages for which assistance in voting & elections must be provided in certain circumstances; requires commission to enter into agreement to create Florida Voting & Elections Database & Institute; provides that enactment or implementation of certain policies by covered jurisdiction is subject to preclearance by commission; authorizes court to order certain appropriate remedies; authorizes certain persons to register to vote & immediately thereafter cast vote in certain circumstances authorizes DHSMV to preregister certain individuals to vote; revises provisions relating to third-party voter registration organizations & vote-by-mail ballots; establishes General Election Day as paid holiday; repeals prohibition on ranked-choice voting; authorizes certain persons to file certain civil actions.
Municipal Solid Waste-to-Energy Program; Revises state agency responsible for administering Municipal Solid Waste-to-Energy Program; revises requirements necessary for such facilities to be eligible to receive financial assistance grant funding; revises requirements necessary for certain municipal solid waste-to-energy facilities to be eligible to receive such funding.
Social Work Licensure Interstate Compact; Creates Social Work Licensure Interstate Compact; provides for recognition of access to social work services, including through telehealth, in member states; provides for development of data system, reporting procedures, & exchange of specified information between member states; specifies licensees practicing in remote state under compact must adhere to laws & rules of that state.
Mandatory Minimum Parking Space Requirements; Provides conditions under which parking lot or other parking facility in this state is exempt from mandatory minimum parking space requirements.
Brain and Spinal Cord Injuries; Requires advisory council on brain & spinal cord injuries to annually submit specified report to Governor & Legislature; authorizes State Surgeon General, in consultations with advisory council, to issue health advisory with respect to contact sports for minors; authorizes Governor, upon advice of State Surgeon General, to set minimum age for contact sports, along with reasonable waivers & exceptions.
