Menstrual Hygiene Products in Public Schools; Authorizing school districts to make menstrual hygiene products available, at no charge, in schools within the district and at certain locations within such schools; specifying requirements for the menstrual hygiene products and the dispensers of such products; requiring participating schools to notify students of the availability and locations of such products; encouraging school districts to partner with specified organizations to supply and maintain such menstrual hygiene products, etc.

Education; Requiring school districts to annually review and confirm that specified information is accurate and up to date; creating the Year-round School Pilot Program for a period of 4 school years beginning with a specified school year; requiring the Commission for Independent Education to annually prepare an accountability report by a specified date; providing requirements for searches of students’ personal belongings; requiring dual enrollment courses to be age and developmentally appropriate; authorizing students to use a combination of volunteer service hours and paid work hours to meet certain program eligibility requirements; providing an appropriation, etc. APPROPRIATION: $6,800,000
Theft from Nonprofit Organizations; Provides for reclassification of theft offenses of specified amounts from nonprofit organizations; requires restitution & community service for certain violations.
Standard High School Diploma Award Requirements; Adds new requirement for award of standard high school diploma to Academically Challenging Curriculum to Enhance Learning students; requires students, beginning with those entering grade 9 in specified school year, to submit Free Application for Federal Student Aid in order to be awarded standard high school diploma.
Reading Achievement Initiative for Scholastic Excellence Program; Authorizes tutoring within Reading Achievement Initiative for Scholastic Excellence Program to be provided after school day & certain school districts to provide stipend to instructional personnel & high school students serving as tutors for after-school tutoring.
Custodial Interrogation of Minors; Provides presumption of inadmissibility for confessions of certain minors which are made as result of custodial interrogation at place of detention if deceptive tactics are used; specifies circumstances under which presumption may be overcome; provides that state attorney has burden of proving that such confessions were voluntary.
Student Elopement; Requires public schools to create School Staff Assistance for Emergencies (SAFE) Team & school elopement plan; provides for membership & responsibilities of team; provides requirements for plan; requires team to create student-specific elopement quick reference guides for certain students; & provides requirements for such guides; requires public schools to annually submit their plans to district school board.
