Behavioral Health; Requires law enforcement officer to provide parent or legal guardian of minor being transported to certain facilities with specified facility information; establishes Office of Children's Behavioral Health Ombudsman within DCF for specified purpose; provides responsibilities of office; requires DCF & managing entities to include specified information in specified manner on their websites.

Coverage for Diagnostic and Supplemental Breast Examinations; Prohibits state group insurance program from imposing on enrollee any cost-sharing requirement with respect to coverage for diagnostic breast examinations & supplemental breast examinations.

Insurance; Creates Property Insurance Commission; provides powers & duties of commission; provides for election of Commissioner of Insurance Regulation; prohibits commissioner from engaging in certain activities or employment for specified period after leaving office; requires interest earned on insurance proceeds received by mortgagees & assignees to be paid to insureds; prohibits property insurers from claiming insolvency; authorizes persons who engage in property insurance activities in other states to engage in insurance activities in this state; prohibits property insurers from using certain defenses as claims denials; requires insurance agents to advise insurance applicants of flood risk; requires OPPAGA to conduct study of effectiveness of property insurance mediation program; increases appropriation to My Safe Florida Home Program; provides effective date. APPROPRIATION: $300,000,000

Coordinated Systems of Care for Children; Defines "care coordinator"; requires school districts to be guided by & adhere to specified mental health & treatment support system for children; requires school districts to contract with managing entities to provide care coordinators for students; requires care coordinator provided by managing entity be placed in school districts for specified purposes; requires school districts to address recommendations & meet specified performance outcomes; requires school districts to report annually to DOE on performance outcomes & allocation & expenditure of funding.

Climate Resilience and Drinking Water Standards; Requires DEP to establish Blue Communities Program & Blue Communities Fund; establishes advisory board within DEP; provides for membership; establishes Ocean State Climate Adaptation & Resilience Grant Fund within DEP; specifies sources & uses of funding & project eligibility requirements; provides duties of DEP & Florida Oceans & Coastal Council; provides reporting requirements; requires DEP & council to jointly adopt rules; establishes Marine Resources Conservation Account within Marine Resources Conservation Trust Fund to be administered by FWCC; requires DEP, or local county health department designated by DEP, to monitor level of forever chemicals in certain water systems; provides monitoring standards.

Persons With Lived Experience; Defines "person with lived experience"; provides qualifications for person seeking certification as person with lived experience; requires continuum of care lead agencies to submit certain information to DCF for purposes of background screening; prescribing screening requirements; specifies disqualifying offenses for person applying for certification; authorizes person who does not meet background screening requirements to request from department exemption from disqualification.

Medical Marijuana Treatment Center Licenses; Exempts certain applicants for medical marijuana treatment center licenses from specified licensure requirements; requires medical marijuana treatment center licenses issued to individuals be changed to reflect name of specified business entities or partnerships; provides death of applicant does not bar estate of such applicant from challenging DOH's decision on application & may not be reason to deny challenge.

Early Learning; Revises provisions relating to early learning coalitions & specified early learning programs.

Cardiopulmonary Resuscitation Education for Athletic Coaches; Requires independent sanctioning authorities & Florida High School Athletic Association to adopt guidelines to educate certain persons on first aid & cardiopulmonary resuscitation procedures; requires athletic coaches to hold current certificate of successful completion of course in cardiopulmonary resuscitation.

Reading Achievement Initiative for Scholastic Excellence Program; Authorizes tutoring to be provided after school day; & authorizes school districts that participate in specified tutoring program to provide stipend to instructional personnel & high school students serving as tutors for after-school tutoring.
