Abandoned and Historic Cemeteries; Creates Historic Cemeteries Program; provides duties & responsibilities of program; requires program to provide grants; creates Historic Cemeteries Program Advisory Council; provides membership, terms, & duties of council; authorizes certain entities to acquire conservation easements to preserve cemeteries.
Firearm Restrictions Pursuant to Court Findings or Risk Protection Orders; Requires certain orders affecting person's ability to purchase firearm be entered into a specified database within specified period; prohibits attempted violations of provisions of firearms risk protection order.
Educational Dollars for Duty Program; Revises eligibility for Educational Dollars for Duty (EDD) program to include members of Florida National Guard who enroll in certain degree programs in this state or another state; conforms application requirements, requirements for courses included in EDD, & requirements for adoption of tuition payment guidelines by Adjutant General.
Cosmetic Animal Testing; Prohibits manufacturer from manufacturing, importing for profit, selling, or offering for sale cosmetic developed or manufactured using cosmetic animal testing conducted or contracted by certain persons or from conducting or contracting for cosmetic animal testing; provides labeling requirements for specified cosmetics.
Preemption of the Regulation of Vacation Rentals; Repeals provisions preempting regulation of vacation rentals to state.
Office of the Blue Economy; Establishes Office of the Blue Economy within DEO; provides duties of office; requires EDR to conduct biennial evaluation of blue economy for inclusion in certain assessment.
Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.
Pub. Rec./Sales of Ammunition; Provides exemption from public records requirements for records containing certain information pertaining to buyer or transferee who is not found to be prohibited from receipt or transfer of ammunition; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Animal Abusers; Requires FDLE to post publicly accessible registry list on its website of persons convicted of specified animal abuse offenses; provides requirements for registry; prohibits specified acts by registered abusers; prohibits certain persons & entities from selling, exchanging, or otherwise transferring ownership of animal to registered abuser; authorizes courts to prohibit persons convicted of certain animal cruelty or sexual activity with animal violations from having responsibilities for or association with animal as condition of probation.
Payments to Prisoners Upon Release; Provides that Florida releasees & county & municipal prisoners who receive funds in form of payment instruments upon their release may not be charged fee for cashing instruments at specified businesses.
