Boca Raton Airport Authority, Palm Beach County; Provides boundaries; provides authority is independent special district; provides for title of land to be vested in authority; provides additional powers & duties; provides attendance fee for members; requires Board of Trustees of Internal Improvement Trust Fund to transfer title of land to authority; revises employment of airport manager; provides authority is political subdivision of state for sovereign immunity purposes.

Use of Phosphogypsum; Authorizes DOT to undertake demonstration projects using phosphogypsum in road construction aggregate material; requires DOT to conduct study on phosphogypsum as construction aggregate material; provides that phosphogypsum used under specified circumstances is not solid waste & is allowed use in state; authorizes placement of phosphogypsum in specified stack systems.

County Constitutional Officers; Prohibits county from creating office, special district, or governmental unit, or expanding powers or authority of such office, district, or unit, under certain conditions; provides county commissioner is guilty of misfeasance or malfeasance in office under certain conditions; authorizes state to withhold county funding under certain conditions; authorizes county constitutional officers & residents to bring action in circuit court.

Ratification of Rules of the Department of Environmental Protection; Ratifies specified rules relating to onsite sewage treatment & disposal systems & domestic wastewater facilities.

Advertisements for Legal Services; Specifies prohibited practices relating to advertisements for legal services; requires persons & entities that issue advertisements for legal services to solicit clients to include specified information & statements in such advertisements; prohibits use, obtaining, sale, transfer, or disclosure of consumer's protected health information for specified purpose without written authorization; provides violations are deemed deceptive & unfair trade practices.

Withholding or Withdrawal of Life-prolonging Procedures; Provides requirements for court to modify or revoke authority of surrogate; requires guardian to file advance directive for health care with court; revises rights that may be removed from person by order determining incapacity; requires court approval to withhold or withdraw life-prolonging procedures of incapacitated persons; provides requirements for professional guardian to seek court approval; specifies procedures to be followed by court in acting on petition; provides requirements for initial & annual guardianship plans.

Preemption Over Utility Service Restrictions; Prohibits certain local governmental entities, subject to specified exceptions, from enacting or enforcing resolution, ordinance, rule, code, or policy or from taking any action that restricts or prohibits or has effect of restricting or prohibiting use of appliances.

Education of Dependents of Deceased or Disabled Servicemembers, Prisoners of War, and Persons Missing in Action; Revises eligibility requirements for educational benefits provided by state to spouse or dependent child of deceased or disabled servicemember; revises eligibility requirements for educational benefits provided by state to dependent child of prisoner of war, person missing in action, or deceased or disabled servicemember who participated in certain military operations.

Private Instructional Personnel; Revises definition of term "private instructional personnel" to include registered behavioral technicians employed by certain providers.

Florida Kidcare Program Eligibility; Increases income eligibility threshold for coverage under Medikids program component; increases income eligibility threshold for coverage under Florida Kidcare program; requires applicant seeking coverage under program to provide certain documentation if eligibility cannot be verified using reliable data sources; requires that premiums for certain enrollees under Florida Kidcare program be based on tiered system of uniform premiums.
