Elections; Requires DOS to adopt rules relating to election security; requires DOS to create certain manuals; authorizes PACs & political committees to have poll watchers; authorizes designate watchers for absentee vote processing locations; provides requirements for printed ballots & voter certificate envelopes; requires retention of materials; requires audits; provides requirements for transportation & chain of custody for ballots; revises storage, identification, and signature verification requirements; provides requirements for absentee vote processing workers; revises county canvassing board composition; authorizes removal from office of supervisor of elections; revises requirements for recounts; provides criminal penalties.

Agritourism; Prohibits local governments from adopting ordinances, regulations, rules, or policies that require certificates of use for certain agricultural lands, facilities, & venues or limit certain activities associated with agritourism; provides for termination, expiration, extension, & renewal of specified local government ordinances, rules, & measures.

Nursing Education Programs; Revises application requirements for nursing education programs; requires, rather than authorizes, certain degree requirements to be documented in specified manner; requires each program director to submit annual report & written remediation plan to Board of Nursing; requires board to deny application under certain circumstances; authorizes board to revoke approval of specified existing programs; requires board to terminate program under certain circumstances; authorizes certain DOH agents & employees to conduct onsite evaluations & inspections; authorizes DOH to collect evidence; revises rulemaking authority; removes provisions authorizing extension of program's probationary status.

Acceptance of Cash Payments by Businesses; Requires certain businesses to accept cash payments for certain transactions; prohibits fees or conditions for such transactions; provides applicability & civil penalties; requires DACS to adopt rules.

Food Recovery; Providing definitions; directing the Department of Agriculture and Consumer Services, subject to legislative appropriation, to implement a pilot program to provide incentives to food recovery entities to negotiate the price for fresh food products; providing shipping requirements; authorizing food recovery entities to reject certain fresh food products; requiring the department to reimburse food recovery entities for certain costs; etc.

Access to Financial Institution Customer Accounts; Provides additional grounds for qualified public depositories to be suspended & disqualified; authorizes OFR to receive complaints from customer or member who reasonably believes that financial institution has acted in bad faith in terminating, suspending, or taking similar action restricting access to such customer's or member's account; provides duties of office upon receipt of complaint; provides duties of financial institution upon receipt of notification that complaint has been filed; authorizes office to provide certain reports & information to specified entities; provides that financial institutions' customers & members have cause of action; authorizes such customers & members to recover damages, together with costs & attorney fees; provides time limit for initiating causes of action.

Development Permits and Orders; Requires counties & municipalities to meet specified requirements regarding minimum information necessary for certain zoning applications; revises timeframes for processing applications for approvals of development permits or development orders; defines "substantive change"; provides refund parameters in situations where county or municipality fails to meet certain timeframes.

Requiring Broader Public Support for Constitutional Amendments or Revisions; Proposes amendment to State Constitution to increase percentage of elector votes required to approve amendment to or revision of State Constitution from 60 percent to 66.67 percent.

Shore Protection; Urges Congress to direct U.S. Army Corps of Engineers to amend current easement policy for shore protection projects to allow such critical projects in Florida to proceed without delay.

Indian River Lagoon Protection Program; Revises percentages of funds to be distributed from Land Acquisition Trust Fund to various trust funds; requires specified amount of funds to be used for Indian River Lagoon Protection Program; provides criteria for disbursement of such funds; requires DEP, using data provided by identified entities, to identify commercial or residential properties that use onsite sewage treatment & disposal systems located within Indian River Lagoon Protection Program; requires DEP to conduct various analyses to determine projects most worthy of state funding; requires DEP to provide annual report that includes prioritized list of onsite sewage treatment & disposal systems eligible for state funding to Legislature & certain chairs within specified timeframe.
