Technology in K-12 Public Schools; Prohibiting the use of certain platforms on district-owned devices and through Internet access provided by the school district; authorizing teachers and other instructional personnel to designate an area for wireless communications during instructional time; requiring public schools to provide instruction on the social, emotional, and physical effects of social media, etc.

Residential Graywater System Tax Credits; Authorizes DOR to disclose information related to specified tax credits to DEP; provides tax credit to developers & homebuilders for certain graywater purchased during taxable year; provides cap on amount of tax credit; specifies information developer or homebuilder must provide to receive credit; requires DEP to make certain determinations & certify such to DOR; prohibits certification of credits after certain date; authorizes tax credits to be carried forward.

Surrendered Newborn Infants; Authorizes hospitals, emergency medical services stations, & fire stations to use newborn infant safety devices to accept surrendered newborn infants if device meets specified criteria; requires hospitals, emergency medical services stations, or fire stations to physically check & test devices at specified intervals; authorizes parent to leave newborn infant with medical staff or licensed healthcare professional at hospital after delivery of newborn infant; authorizes parent to surrender newborn infant by calling 911 & requesting EMS provider to meet at specified location to retrieve newborn infant.

Building Permit Applications to Local Governments; Requires local government to post & update information on its website; requires electronic submission of application; authorizes local government to provide notice of expiration within specified timeframe; prohibits local government from issuing permit unless specified information is included with permit & provided to applicant; revises application process; prohibits local government from requesting additional information from & imposing additional requirements on applicant other than those posted on its website; revises amount by which permit fee must be reduced in certain instances; provides limitation on specified fee.

Sales Tax on Motor Vehicle Leases and Rentals; Provides that sales tax does not apply to certain leases or rentals of motor vehicles.

Ad Valorem Tax Exemption for Nonprofit Homes for the Aged; Revises ownership entities for certain nonprofit homes qualifying for exemption from ad valorem taxation to include certain limited partnerships.

Agricultural Property; Authorizes certain facilities be permitted specified land use categories & zoning districts; provides that certain businesses & facilities are traditionally rural; authorizes an affirmative defense; authorizes property to be classified as agricultural at time of purchase if certain conditions are met; requires such property obtain certain classification within specified time period; authorizes retroactive reclassification; authorizes property appraiser to extend time period; requires local government to make certain notifications to purchasers; revises the definition of "agricultural purposes".

Workforce Housing Communities; Authorizes governmental entities to create workforce housing communities by creating HOAs & entering into contracts with infrastructure services companies; provides requirements for governing documents, monthly assessments, certain logs & disclosures & residents; provides for procurement, installation, & maintenance of major components of workforce housing units; requires remaining construction costs be paid for with resident provided capital; requires that certain major components be excluded from purchase transaction; authorizes certain costs to be deducted from gross proceeds of sale.

Land Acquisition Funding; Extends retirement date of bonds issues to fund Florida Forever Act; revises distribution of proceeds from Florida Forever Trust Fund for land acquisition & capital project expenditures under Florida Forever Act; requires specified annual appropriation to Florida Forever Trust Fund; prohibits use of moneys from Land Acquisition Trust Fund for specified costs. Palm Beach County; Creates Village of Loxahatchee; provides charter, requires referendum.
