Resolution of Disputed Property Insurance Claims; Requires, rather than authorizes, parties to property insurance claims dispute to participate in mediation; provides that mediation is condition precedent to commencing litigation; removes provisions relating to eligibility of claims for mediation; provides that parties may mutually agree to conduct mediation by teleconference or by telephone; requires all insureds, or representative thereof, to personally attend mediation; revises & specifying duties as to bearing certain costs of mediation; requires, rather than authorizing, DFS to adopt certain rules; emergency rules; requires policyholder to provide insurer with certain documents within certain timeframe after mediation is invoked; revises conditions under which policyholder has certain timeframe to rescind settlement. Elections; Requires Florida Commission on Offender Review to develop & maintain database containing certain information; repeals provisions relating to Office of Election Crimes & Security & prohibition on use of private funds for election-related expenses; prohibits certain governmental entities from taking certain actions relating to elections; establishes Florida Voting Rights Act Commission; requires commission to designate certain languages for which assistance in voting & elections must be provided in certain circumstances; requires commission to enter into agreement to create Florida Voting & Elections Database & Institute; provides that enactment or implementation of certain policies by covered jurisdiction is subject to preclearance by commission; authorizes court to order certain appropriate remedies; authorizes certain persons to register to vote & immediately thereafter cast vote in certain circumstances authorizes DHSMV to preregister certain individuals to vote; revises provisions relating to third-party voter registration organizations & vote-by-mail ballots; establishes General Election Day as paid holiday; repeals prohibition on ranked-choice voting; authorizes certain persons to file certain civil actions.
Postsecondary Students Who Are Homeless or At Risk of Homelessness; Revises provisions relating to services & information provided to & for students experiencing or at risk of experiencing homelessness; establishes Fostering Independence Grant Program within DOE to be administered by FCS institutions & state universities; provides requirements for program.
Corporal Punishment; Requires charter schools to comply with corporal punishment laws; removes provisions authorizing teachers to administer corporal punishment; provides duties & responsibilities for principals relating to corporal punishment; requires specified notification be provided to parents; provides requirements for student to be disciplined using corporal punishment; prohibits use of corporal punishment on specified students; provides reporting requirements.
Shore Protection; Urges Congress to direct U.S. Army Corps of Engineers to amend current easement policy for shore protection projects to allow such critical projects in Florida to proceed without delay.
