Digital Voyeurism; Redesignates "video voyeurism" as "digital voyeurism"; revises elements; provides reduced criminal penalties for certain violations by persons under 19 years of age; specifies that each instance of certain violations is separate offense; provides for reclassification of certain violations by certain persons who are family or household members of victim or who hold position of authority or trust with victim.

Florida Retirement System; Authorizing certain retirees to be reemployed after terminating employment; prohibiting such retirees from receiving both a salary from the employer and retirement benefits for a specified period after his or her retirement; removing provisions authorizing the reemployment of certain law enforcement officers as school resource officers; revising employer contribution rates to the Florida Retirement System, etc.

Tuskegee Airmen Commemoration Day; Designates Tuskegee Airmen Commemoration Day, which occurs on fourth Thursday in March, as legal holiday.

Special Observances; Designates each November as "Veterans Appreciation Month"; removes provisions relating to Veterans Week; authorizes Governor to issue proclamation with specified information.

Coverage for Skin Cancer Screenings; Requires DMS to require contracted state group health insurance plans to provide coverage & payment for annual skin cancer screenings performed by specified persons without imposing any cost-sharing requirement; specifies requirement for & restriction on payments for such screenings.

Online Protections for Minors; Requiring social media platforms to prohibit certain minors from creating new accounts; requiring social media platforms to terminate certain accounts and provide additional options for termination of such accounts; providing conditions under which social media platforms are required to prohibit certain minors from entering into contracts to become account holders; authorizing the Department of Legal Affairs to bring actions under the Florida Deceptive and Unfair Trade Practices Act for knowing or reckless violations; authorizing the department to issue and enforce civil investigative demands under certain circumstances, etc.

Pet Rabbits; Prohibits sale of rabbits in specified locations & during specified months; specifies unlawful acts relating to sales of rabbits; provides requirements for rabbits offered for sale at retail pet stores; requires retail pet stores to maintain & make available specified records; provides for retrieval, return, & placement of abandoned rabbits; authorizes compliance inspections; provides exceptions.

Weapons and Firearms; Requires background checks on persons involved in firearm sales or transfers; requires firearm sales or transfers to be conducted through licensed dealer; revises requirements for safe storage of firearms; revises criminal penalties; requires firearms be sold by dealers with trigger locks or gun cases; revises warnings to be posted in gun dealerships; requires certain materials to be given to gun purchasers; prohibits specified acts involving unfinished firearm frames or receivers; prohibits certain activities involving three-dimensional printer or CNC milling machine.

Florida State Psychiatric Hospital; Establishes Florida State Psychiatric Hospital in specified location to provide specialized care for specified individuals; requires hospital to establish admittance program for specified individuals; provides requirements for length of individual's stay; provides hospital & its admittance program operate in conjunction with specified laws; prohibits program from being used for specified individuals; requires DOH, in conjunction with DCF, to jointly oversee implementation & administration of program.

Landlords and Tenants; Limits rent increases of certain residential tenancies to specified amount; requires certain landlords to provide functioning facilities for air-conditioning; revises required notice to tenant before landlord can terminate rental agreement; authorizes landlord to terminate rental agreement or bring action for noncompliance even if tenant provides partial payment of past due rent.
