Drug Prices and Coverage ; Revises definition of term "pharmacy benefits plan or program" to exclude plan or program that exclusively serves PACE organization; requires contracts between pharmacy benefit managers & participating pharmacies to allow specified option in administrative appeal procedure; provides pharmacy benefit manager prohibited practices relating to pharmacies & pharmacists. APPROPRIATION: $30,901,933

Certified Recovery Residences; Requires any person, entity, or organization that owns, operates, or manages a recovery residence to obtain and maintain certification through the Department of Children and Families; requires certification of recover residences & recovery residence administrators rather than authorizing certification as voluntary; requires recovery residences to apply for certification by specified date; authorizes recovery residences to operate conditionally during application process; requires credentialing entity to have certain expertise; provides requirements for active management of recovery residence; requires Legislative intent to require recovery residence administrator earn & maintain certification rather than authorizing such certification as voluntary; revises requirements for when licensed service provider may make certain referrals.

Government-facilitated Purchases and Sales of Individual and Small Employer Health and Dental Plans; Establishes Florida Health Insurance Exchange within OIR to facilitate purchase & sale of qualified health plans; provides duties of exchange; authorizes exchange to contract with eligible entity to perform exchange's functions; authorizes exchange to enter into agreements with governmental agencies & entities to carry out exchange's responsibilities; provides general requirements & prohibitions for exchange; provides certifications by exchange of health & dental benefit plans; authorizes Commissioner of Insurance Regulation & office to contract with vendor to build & manage exchange.

Residential Property Insurance; Requires OIR to establish & maintain comprehensive resource center on its website; provides requirements for resource center; specifies that certain information is not trade secret & is not subject to certain public records exemptions; requires residential property insurers to provide notice of comprehensive resource center on office's website with any offer of coverage & policy renewal; prohibits insurer from including value of certain land when establishing homeowner's policy coverage amount or adjusting certain claims; provides construction; provides that notice of premium discounts for hurricane loss mitigation must include information about whether insurer offers enhanced discounts for roof systems that use secondary water resistance.

Political Activity at Public Institutions of Higher Education; Requires public institutions of higher education to inform students & employees of Campus Free Expression Act through specified means; requires BOG & SBE to adopt regulations & rules, respectively, describing limitations of state universities & FCS institutions relating to certain political campaign activities; requires boards of trustees of such universities & institutions to publish on their official websites & provide to employees certain information relating to permissible & prohibited political activities, state law, & disciplinary actions.

Individual Education Plans; Revises requirements for school districts relating to determination of eligibility, implementation, & accountability for student IEPs; provides that parent has right to access, upon request, service logs within specified timeframe; requires IEP team to inform parents of such right; requires each school district to provide individualized orientation to parent of student newly identified to be eligible for exceptional student education services; requires school district to obtain signed acknowledgement from each parent; provides requirements for orientation & acknowledgement; requires school districts to notify parents of available refresher orientations each year; requires that certain information be retained in student's education records; requires school districts to develop standardized services logs for provisions of specified services for use by specified persons.

Department of Health; Revising definitions; revising eligibility requirements for dentists and dental hygienists participating in the Dental Student Loan Repayment Program; revising requirements for department approval of qualified physicians and medical directors of medical marijuana treatment centers; creating the Neurofibromatosis Disease Grant Program within the Department of Health; prohibiting marriage between certain related individuals; revising requirements for the micro-credential component of specialized training provided by the University of Florida Center for Autism and Neurodevelopment, etc.

Student Elopement ; Requires public schools to create School Staff Assistance for Emergencies (SAFE) Team & school elopement plan; provides requirements for SAFE Teams, elopement plans, & schools.

Alternative Sources of Weather Information; Requires state comprehensive emergency plan evaluate integration of supplemental weather observational data & advanced forecasting products & effect on specified areas; defines “advanced forecasting products” & “supplemental weather observational data”; requires Division of Emergency Management to take specified actions to integrate, evaluate, & promote supplemental weather observational data & advanced forecasting products in certain manner.

Injunctions for Protection; Creates cause of action for injunction for protection in cases of serious violence by known person; specifies persons who have standing to file such injunction for protection in circuit court if specified conditions are met; prohibits clerk of court from assessing fee for filing of such injunction for protection; requires clerk of court to provide petitioner with certified copy of such injunction for protection; provides requirements for such petition for injunction for protection; provides requirements for temporary or final judgment on such injunction for protection; requires clerk of court to electronically transmit copies of specified documents within certain timeframe after court issues such injunction for protection; requires law enforcement officers to accept certified copy of such injunction for protection from petitioner & immediately serve it upon respondent; provides requirements for inclusion of such injunction for protection in specified statewide communication system; requires that respondent be held in custody if he or she is arrested for committing act of serious violence by known person in violation of injunction for protection until being brought before court.
