MINOR
The bill's title was updated to reflect a second committee stage (CS/CS), and the bill identifier was changed to indicate the second version. The most significant substantive change is a modification to the enforcement of Individualized Education Programs (IEPs), shifting the responsibility for reporting missed services from a specific 'school administrator' to a broader 'school or service provider.' This change expands accountability to include external contractors and ensures that any entity providing special education services is responsible for reporting delays, thereby strengthening oversight of student services.
Scope change
The bill's scope of accountability for IEP compliance was broadened to include service providers in addition to school administrators.
REQUIREMENT

The requirement to report missed IEP services was updated to apply to both schools and service providers, rather than just school administrators, ensuring broader accountability for service delivery.

TECHNICAL

The bill title was updated from 'CS/HB 615' to 'CS/CS/HB 615' to reflect its progression through the legislative committee process.

The bill version identifier was updated from 'hb615-01-c1' to 'hb615-02-c2' to denote the second committee version.
