Education; Revises provisions relating certain private schools, FEFP, & minimum base salary for classroom teachers; & establishes K-12 Classroom Technology Grant Program & K-12 Education Funding Task Force.

Elections; Revising provisions related to elections including elected positions, administration of election law & investigation of violations, voters rights, voter registration, vote-by-mail, ballot types, and Election Day holiday.

Labor Regulations; Provides that all employee organizations that are certified as bargaining agent, & not just those representing certain employees, may deduct dues & assessments from salaries of certain employees; removes provision requiring certain employee organizations to petition for recertification; provides applicability; requires certain employers to implement outdoor heat exposure safety program that has been approved by specified departments; specifies requirements for safety program; provides responsibilities for certain employers & employees; provides exceptions; requires specified annual training on heat illness & providing requirements for such training; requires DACS, in conjunction with DOH, to adopt specified rules; requires certain contracting agents to contribute funds to qualified benefit providers for benefit of workers; provides contribution amount; requires such contributions to be made within certain time period; provides requirements for such contributions; provides duties of qualified benefit providers; authorizes qualified benefit provider to use specified percentage of contributions for administrative functions; requires worker to select qualified benefit provider; authorizes worker to change his or her qualified benefit provider annually; requires contracting agents to provide certain information to its workers; provides requirements for organization to become qualified benefit provider; provides cause of action.

Housing; Creates Department of Housing & Tenant Rights; provides requirements for rental agreements; prohibits landlords from requiring prospective tenants to pay certain fees; revises & specifies grounds for termination of rental agreement; authorizes tenants, mobile home owners, mobile home tenants, & mobile home occupants who are defendants in eviction proceedings to file motion with court to have records of such proceedings sealed & to have their names substituted on progress docket; requires landlord to give tenants opportunity to purchase dwelling unit or premises; prohibits landlord from evicting tenant or terminating rental agreement because tenant or tenant's minor child is victim of actual or threatened domestic violence, dating violence, sexual violence, or stalking; prohibits purchase of single-family homes for specified purpose; authorizes civil investigations & actions; authorizes award of certain relief; authorizes local governments & special districts to adopt specified impact fee; authorizes municipalities to create community land bank programs; requires certain municipalities to develop & annually adopt community land bank plan; authorizes land banks to buy certain property for less than market value; requires land banks to offer qualified organizations right of first refusal to purchase certain property; provides that rental of certain homestead property does not constitute abandonment; creates Retail-to-residence Tax Credit Program & Affordable Housing Construction Loan Program.

Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of Agreement Among States to Elect President by National Popular Vote; provides method by which state may become member state; requires statewide popular election for President & Vice President of U.S.; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.

Federal Approval for Community Health Workers as Medicaid Providers; Requires AHCA to seek federal approval by specified date to enroll & recognize community health workers as Medicaid providers & to use certain funds & means to secure financing for workers' services; provides guidelines for federal approval; provides reporting requirements.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

State Land Management; Requiring public hearings for all updated conservation and nonconservation land management plans; requiring the Division of State Lands of the Department of Environmental Protection to make available to the public, within a specified timeframe, electronic copies of land management plans for parcels of a certain size and for parcels located in state parks; revising the duties of the Division of Recreation and Parks of the Department of Environmental Protection; specifying requirements for the management of parks and recreational areas held by the state; requiring the division to comply with specified provisions when granting certain privileges, leases, concessions, and permits; authorizing the division to acquire, install, or permit the installation or operation at state parks of campsites and cabins that meet certain requirements; prohibiting the division from authorizing certain uses or construction activities within a state park; prohibiting the division from installing or permitting the installation of any lodging establishment within the boundaries of a state park; requiring that individual management plans for parcels located within state parks be developed with input from an advisory group; requiring that the advisory group's required public hearings be noticed to the public within a specified timeframe, etc.

Holocaust Remembrance Day; Requires Governor to proclaim specified day annually as "Holocaust Remembrance Day"; authorizes "Holocaust Remembrance Day" to be observed in this state's public schools & be observed by public exercise as Governor may designate; authorizes specified instruction.

Sampling of Beach Waters and Public Bathing Spaces; Revises provisions related to bacteriological sampling of beach waters & public bathing places, including rule adoption & enforcement; issuance of health advisories; closure of beach waters & public bathing places; & notification & signage requirements.
