Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Domestic Violence and Protective Injunctions

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Education on Congenital Cytomegalovirus

Education on Congenital Cytomegalovirus; Requires DOH, in consultation with medical experts identified by department, to develop educational materials on congenital cytomegalovirus for distribution to expectant & new parents & caregivers; provides requirements for such educational materials; requires certain hospitals, birth centers, & obstetrics & gynecology physician practices to provide educational materials to such parents & caregivers; requires department to provide educational materials to child care facilities; requires licensing boards of certain health care practitioners, beginning on specified date, to require such practitioners to complete board-approved course on congenital cytomegalovirus as part of initial licensure & every other licensure renewal; specifies requirements for course; requires such health care practitioners to submit confirmation of having completed course in specified manner; requires boards to include hour required for completion of course in total hours of continuing education required for such profession, with exception; authorizes person holding two or more licenses subject to continuing education requirement to show proof of completion of course for purposes of relicensure for additional licenses; provides for disciplinary action.

Health Care Autonomy

Health Care Autonomy; Establishes fundamental right to reproductive health care; provides that every individual has fundamental right to make autonomous decisions about individual's own reproductive health; provides that individuals who become pregnant have fundamental right to make certain decisions in exercise of such right; prohibits state from denying or interfering with individual's right to access reproductive health care; prohibits state & local law enforcement agencies & officials from harassing or discriminating against individual for providing or obtaining reproductive health care or assisting another person in doing so; prohibits such state & local entities from penalizing, prosecuting, or otherwise taking adverse action against individual for exercising specified rights, or against individual for assisting another in exercising such rights; provides individuals with immunity from civil liability for exercising specified rights or aiding or assisting another in exercising such rights; provides that fertilized egg, embryo, or fetus does not have independent rights under laws of this state; prohibits local units of government from regulating individual's ability to exercise right to reproductive health care in manner more restrictive than that set forth in specified provisions.
