Victims of Reform School Abuse; Provides for certification of victims of Florida reform school abuse; requires application to DOS; provides application requirements; provides for examination, correction, reviewing, & processing of application within certain timeframes; requires DOS to certify applicant as victim of Florida reform school abuse if application meets requirements; requires DOS to submit list of certified victims to Legislature; provides for claims for crime victim compensation.
School Teacher Training and Mentoring Program; Establishes School Teacher Training and Mentoring Program within DOE; provides for award of stipends for classroom teacher mentorship; provides DOE & school district responsibilities relating to development of policies, curriculum, & best practices relating to classroom instruction.

Florida Alliance for Assistive Services and Technology; Provides an appropriation for the Florida Alliance for Assistive Services and Technology. APPROPRIATION: $305,585
Supported Decisionmaking for Adults with Disabilities; Authorizes adults with disabilities to enter into supported decisionmaking agreements under certain circumstances; prohibits use of such agreements as evidence of incapacity; provides criteria for supporters; provides requirements for supported decisionmaking agreements; authorizes adults with disabilities who have guardian advocates to enter into supported decisionmaking agreements under certain circumstances; revises requirements for petitions to appoint guardian advocates.
Prosecuting Children As Adults; Removes requirement that state attorney must either transfer & certify children of certain ages who commit specified crimes for prosecution as adults or provide written reasons; revises circumstances under which state attorney may file information in cases involving children of certain ages who commit certain crimes; provides that children 14 years of age or older, rather than children of any age, who are charged with certain offenses are subject to court jurisdiction until indictment is returned; prohibits transfer of child to adult court for criminal prosecution of indictable offense until child's competency has been restored; authorizes, rather than requires, child who is found to have committed specified crimes to be sentenced according to certain provisions & child to be sentenced as adult if child is found to have committed an offense punishable by death or life imprisonment.
Photographic Enforcement of School Bus Safety; Authorizes school districts to install & operate side stop signal arm enforcement systems on school buses; requires manufacturers & vendors to submit specified information to law enforcement agencies within specified timeframe; requires law enforcement agencies to review such information to determine whether violation occurred; provides notice requirements & procedures; provides payment of fine operates as final disposition of civil penalty; provides notice requirements, procedures, & actions by DSHMV for unpaid civil penalties; specifies requirements of use of recorded video & still images captured by system; provides civil penalties.
