Conservation Lands; Requires Division of State Lands to publish certain information on its website before Acquisition & Restoration Council or Board of Trustees of Internal Improvement Trust Fund meets to review proposed sale of conservation lands; requires that certain parcels proposed for exchange be appraised in accordance with certain criteria; removes provisions requiring division to submit certain requests to Acquisition & Restoration Council for review; removes provisions requiring division to provide certain recommendations to board of trustees; requires division to publish certain information on its website before council or board of trustees meets to review proposed land exchange; requires division to submit certain requests to council for review & requiring council to provide recommendations to division in certain circumstances; requires division to provide certain recommendations to board of trustees in certain circumstances; requires governing board of water management district to publish certain information on its website before meeting to review proposed sale or exchange of certain lands.

Surrendering to Law Enforcement; Requires law enforcement agency to implement procedure for interviewing person who attempts to be taken into custody by such agency for violation of criminal law when no warrant for such person's arrest has been issued; specifies that such procedure shall include certain actions; authorizes temporary detention in certain circumstances; authorizes warrantless arrest in certain circumstances; requires law enforcement officer to deliver such person or have him or her delivered to nearest receiving facility for involuntary examination in certain circumstances.
Open Cannabis Containers in Motor Vehicles; Prohibits person from possessing open cannabis container while operating or passenger in or on motor vehicle or while seated in or on motor vehicle that is parked or stopped within road; specifies circumstances in which open cannabis container is considered to be in person's possession; provides penalties; requires DHSMV to report certain violations to DOH & requires DOH to maintain records of such violations; authorizes local government to adopt certain ordinances; requires DOH to suspend or revoke registration of qualified patients & caregivers under specified circumstances.
Procedures for Discharging Persons to Avoid Homelessness; Encourages certain facilities & institutions, in collaboration with Continuum of Care lead agency, to develop & implement certain procedures for when persons are discharged from certain facilities or institutions; requires DCF to conduct pilot program in specified counties; requires DCF to submit certain reports to Governor & Legislature; revises certain procedures; defines "client level data"; requires sharing of client level data to comply with specified state & federal laws & regulations; requires Continuum of Care lead agency to evaluate certain procedures & identify gaps & opportunities for improvement in its annual Continuum of Care plan; authorizes State Office on Homelessness, in conjunction with Council on Homelessness, to provide guidance to Continuum of Care lead agency for specified purpose.
Pediatric Behavioral and Mental Health Screenings; Requires agency to adopt rules establishing certain practice parameters & protocols for provision of early periodic screening, diagnostic, & treatment services for certain persons; requires DOH to provide parent or legal guardian information on sleep, screen time, & nutrition & make such information available for download; requires agency, by specified date, to adopt measures relating to early periodic screening, diagnostic, & treatment services & collect & report performance measures & outcome data to Governor & Legislature.
Behavioral Health Intervention Services; Authorizes, contingent upon appropriation, state Medicaid plan to fund demonstration pilot program for specified purposes in specified counties; provides pilot program requirements; requires state Medicaid plan to provide specified report to Legislature in certain timeframe; provides for expiration of pilot program.
Individual Education Plans; Revises requirements for school districts relating to determination of eligibility, implementation, & accountability for student IEPs; provides that parent has right to access, upon request, service logs within specified timeframe; requires IEP team to inform parents of such right; requires each school district to provide individualized orientation to parent of student newly identified to be eligible for exceptional student education services; requires school district to obtain signed acknowledgement from each parent; provides requirements for orientation & acknowledgement; requires school districts to notify parents of available refresher orientations each year; requires that certain information be retained in student's education records; requires school districts to develop standardized services logs for provisions of specified services for use by specified persons.
Sales Tax Exemption for Disabled Veterans; Creates exemption from specified taxes for sales of certain new motor vehicles made to specified veterans; requires DOR to provide certificate of exemption for specified purpose; authorizes DOR to adopt emergency rules.
Violations of Injunctions for Protection Against Domestic Violence; Provides that person commits felony of third degree if such person commits violation of injunction or foreign protection order against victim after having been convicted of any assault, battery, or violation of injunction or foreign protection order against same victim; requires minimum term of imprisonment for such offense.
Auxiliary Containers; Defines "auxiliary container" and "single-use"; removes obsolete provisions; preempting regulation of auxiliary containers to state; provides exceptions; requires DEP to develop uniform ordinance for use and disposition of single-use, nonrecyclable auxiliary containers; provides requirements for development of such ordinance; requires that sale or distribution of single-use plastic auxiliary containers on lands managed by Division of Recreation & Parks of DEP be eliminated to greatest extent possible; prohibits use, sale, or distribution of certain single-use auxiliary containers on such lands; requires department to develop and make available on its website statewide Marine Debris Reduction Plan; provides requirements for such plan; removes s. 500.90, F.S., relating to regulation of polystyrene products preempted to DACS.
