Commercial Service Airport Transparency and Accountability; Revises information required to be posted on website of governing body; requires commercial service airport to use specified competitive solicitation processes for purchases of commodities or contractual services; revises type of contract governing body must approve, award, or ratify as separate line item on agenda; requires governing body to provide opportunity for public comment on contracts; prohibits contracts from being approved, awarded, or ratified as part of consent agenda.

Opioid Abatement; Establishes Statewide Council on Opioid Abatement within DCF; provides for purpose, membership, organization & support, & duties of the council.

Driver License, Identification Card, and Motor Vehicle Registration; Revising the parties that may receive confidential crash reports to include law enforcement agencies and their contracted service providers; requires that motor vehicle registration form and registration renewal form and driver license or ID card application form, respectively, include option to make voluntary contribution to Best Buddies International; defining the terms "control" and "motor vehicle dealer's leasing or rental affiliate", etc.

Abandoned and Historic Cemeteries; Creates Historic Cemeteries Program within Division of Historical Resources of DOS; creates Historic Cemeteries Program Advisory Council; authorizes certain entities to acquire conservation easements to preserve cemeteries; provides appropriations & authorizes positions. APPROPRIATION: $1,254,454

Florida Museum of Black History; Creates Florida Museum of Black History Task Force within Division of Historical Resources of DOS; provides for appointment of task force members by Governor & Legislature; provides requirements for members of task force; requires task force to develop certain plans & recommendations; requires task force to submit report to Governor & Legislature before certain date; provides for expiration of task force; authorizes Legislature to consider commissioning, construction, operation, & administration of Florida Museum of Black History.

The PRO-LIFE Act of 2022; Urges Congress to adopt provisions of PRO-LIFE Act of 2022 into law.

Notice of Contaminated Water Systems; Requires DOH & its agents to require suppliers of water to give public notice of water problems & corrective measures through text messages to owners or occupants of affected residences; requires specified information to be included in notice by text message.

Possession or Use of a Firearm in a Sensitive Location; Defines "sensitive location"; prohibits possession or use of firearm in sensitive location; provides exceptions.

Preemption of the Regulation of Tobacco and Nicotine Products; Repeals provisions relating to preemption of regulation of tobacco & nicotine products.

Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of Agreement Among States to Elect President by National Popular Vote; provides method by which state may become member state; requires statewide popular election for President & Vice President of U.S.; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.
