Florida Women's Historical Marker Initiative; Establishes Florida Women's Historical Marker Initiative within Division of Historical Resources of DOS; provides purpose of initiative; establishes Women's Historical Marker Selection Committee; provides for membership & duties; provides criteria for recognition by initiative; requires Florida Historical Marker Program to place certain number of historical markers over certain time period.

Insurance; Creates Property Insurance Commission; provides powers & duties of commission & election of Commissioner of Insurance Regulation; prohibits commissioner from engaging in certain activities or employment after leaving office; requires interest earned on insurance proceeds be paid to insureds; specifies condition on insurance activities engaged in within this state by person who engages in property insurance activities in another state; prohibits property insurers from using certain defenses for denial of claims; requires DFS to adopt rules regarding its handling of allegations of insurance fraud made by insurers or their employees or contractors; specifies appropriations for My Safe Florida Home Program. APPROPRIATION: $300,000,000

Community Mobile Support Teams; Requires DCF to contract with managing entities for community mobile support teams to place certain crisis counselors within local law enforcement agencies to conduct follow-up contacts with certain persons; provides requirements for crisis counselors, community mobile support teams, & certain community mental health centers.

Domestic Violence Investigations; Requires law enforcement officers to complete lethality assessment form when investigating alleged incidents of domestic violence; provides requirements for completing form; requires FDLE to approve statewide lethality assessment form; provides requirements for form; requires department to consult with specified entities on policies, procedures, & training necessary to implement use of form; provides minimum requirements for such policies, procedures, & training; prohibits law enforcement officers from completing lethality assessment form if they have not received certain training.

Resident Status for Tuition Purposes; Prohibits individual from losing his or her resident status for tuition purposes solely because of his or her incarceration.

Dependent Children; Revises laws relating to dependent children including requiring GAL for each child; authorizes GALs to represent child in other proceedings; access records, request continuances, & receive notices; provides duties & responsibilities of GALs; requiring Statewide Guardian ad Litem Office to provide oversight & assistance to attorneys ad litem, & assist child find supportive adult; requires Office of Continuing Care to work in coordination with Statewide Guardian ad Litem Office; authorizes Fostering Prosperity program to provide grants.

Swimming Lesson Voucher Program; Requires DOH to contract with & establish network of swimming lesson vendors to participate in program; requires DOH to secure vendor in each county; requires vendors to participate in program if requested by DOH; requires DOH to establish application process; specifies eligibility criteria; provides program is subject to specific appropriation; authorizes DOH to seek grants or other public & private funding for program.

State of Israel; Expresses support for State of Israel.

Expunction of Criminal History Records; Revises eligibility criterion under which person is eligible to petition court to expunge criminal history record if charging document was dismissed by court; expands exception to eligibility requirement for expunction of criminal history record to allow prior expunction of criminal history record granted for an offense committed when person was minor.

Interference With Sporting or Entertainment Events; Prohibits certain actions during covered sporting & entertainment events; prohibits profiting from violations; provides for seizure & forfeiture of specified assets.
