Shared Parental Responsibility after Establishment of Paternity; Authorizes parent to request certain determinations & creation of parenting plan & time-sharing schedule; requires determination of parental responsibility & child support & creation of parenting plan & time-sharing schedule to be done through certain action; specifies mother of child born out of wedlock & father who has established paternity of such child are natural guardians of child & subject to rights & responsibilities of being parents; specifies mother of child born out of wedlock is natural guardian if father has not established paternity.

Environmental Protection; Revises, creates, & repeals various provisions relating to procedures & requirements for acquisition, retention, & disposal of state lands & prioritization of projects relating to such lands.

Abandoned and Historic Cemeteries; Creates Historic Cemeteries Program within Division of Historical Resources of DOS; creates Historic Cemeteries Program Advisory Council; authorizes certain entities to acquire conservation easements to preserve cemeteries; provides appropriations & authorizes positions. APPROPRIATION: $1,254,454

Required African-American Instruction; Requires each school district to certify & provide certain evidence to DOE regarding certain instruction; authorizes DOE to seek input from & contract with certain educational organizations for specified purposes; requires each school district to submit implementation plan to Commissioner of Education & post plan on its website; provides requirements for plan; requires commissioner or DOE to provide certain notification; provides timeframe within which school district must submit revisions to its plan; authorizes SBE to take certain actions.

Education; Requiring school districts to annually review and confirm that specified information is accurate and up to date; creating the Year-round School Pilot Program for a period of 4 school years beginning with a specified school year; requiring the Commission for Independent Education to annually prepare an accountability report by a specified date; providing requirements for searches of students’ personal belongings; requiring dual enrollment courses to be age and developmentally appropriate; authorizing students to use a combination of volunteer service hours and paid work hours to meet certain program eligibility requirements; providing an appropriation, etc. APPROPRIATION: $6,800,000

Surrendered Newborn Infants; Authorizes hospitals, emergency medical services stations, & fire stations to use newborn infant safety devices to accept surrendered newborn infants if device meets specified criteria; requires hospitals, emergency medical services stations, or fire stations to physically check & test devices at specified intervals; authorizes parent to leave newborn infant with medical staff or licensed healthcare professional at hospital after delivery of newborn infant; authorizes parent to surrender newborn infant by calling 911 & requesting EMS provider to meet at specified location to retrieve newborn infant.

Trust Funds/Internal Revenue Service Civil Liability Trust Fund/DFS; Creates Internal Revenue Service Civil Liability Trust Fund within DFS; provides sources of funds; specifies purpose of trust fund; exempts trust fund from termination.

Aircraft Taxes; Provides maximum tax that may be collected on each aircraft sale & use.

Litigation Financing Consumer Protection; Requires litigation financiers to register with DOS & file surety bond; provides requirements for litigation financing contracts; authorizes litigation financiers to assess specified interest, fees, & charges; provides that violations are deceptive & unfair trade practices.

New Nuclear Energy; Urges President & Congress to take action to adjust regulatory policy as necessary to allow states to conduct feasibility studies on reclamation & repurposing of spent nuclear fuel for new nuclear energy generation.
