Funding for Environmental Resource Management; Requires specified Seminole gaming compact revenues be used for land management activities; creates Local Trail Management Grant Program within DEP; authorizes FWCC to enter into wildlife corridor agreements with private landowners; requires Land Management Uniform Accounting Council to submit specified recommendations to Governor & Legislature; revises project prioritization for water quality improvement grant program; requires DEP & SWFMD to coordinate studies with Water School at FGCU & submit reports to Governor & Legislature; provides appropriations. Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.
Improvements to Real Property; Authorizes program administrator to offer program for financing qualifying improvements for commercial & residential property; creates seller's disclosure statements for properties offered for sale which have assessments on them for qualifying improvements; requires any financing agreement executed be submitted for recording in public records of county where property is located; prohibits recorded financing agreement from being removed from attachment to property; requires program administrator comply with act & any related contracts, agreements, or interlocal agreements be amended to comply with act.
Human Trafficking Awareness Month; Recognizes January 2024 as Human Trafficking Awareness Month in Florida.
Transportation Facility Designations; Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.
Ratification of Rules of the Department of Environmental Protection; Ratifies specified rules relating to onsite sewage treatment & disposal systems & domestic wastewater facilities.
Fishing and Hunting; Proposes amendment to State Constitution to preserve forever fishing, hunting, & taking of fish & wildlife as public right & preferred means of managing & controlling fish & wildlife; specifies amendment does not limit authority of FWCC.
Liens and Bonds; Revises liens & bonds laws, including provisions relating to when notices must be served; notarizing forms; alternative forms of security; direct contracts; computation of time; extent of certain liens; requirements for notice of commencement, notice of termination, & notice of contest of lien; transferring lien to security; service of documents; immunity to issuing authority; & release of liens; & authorizes attorney fees in certain actions.
Real Property Fraud; Creates Title Fraud Prevention Through Identity Verification Pilot Program; authorizes clerk to require production of government-issued photographic ID card before recording deed & provides requirements therefor; provides requirements for clerk; provides clerk is not required to allow access to record or other information that is confidential & exempt; requires clerk to create, maintain, & operate opt-in recording notification service; requires clerk to ensure that registration for such service is possible through electronic registration portal; provides action may be brought to quiet title after fraudulent attempted conveyance; revises requirements for recording instruments affecting real property.
