Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Faith-based Content in Batterers' Intervention Programs; Specifies that batterers' intervention programs may include faith-based activities, but may not require participation in such activities.

Foreign Influence; Defines the terms "designated foreign terrorist organization" and "foreign country of concern"; provides penalties for specified persons who solicit or accept anything of value from persons or entities representing a designated foreign terrorist organization or a foreign country of concern; requiring the Commission on Ethics to adopt certain rules by a specified date; authorizes any appropriate tax collector to revoke or refuse to renew business tax receipts of specified individuals, businesses, or entities; prohibits certain activities encouraging affiliations with foreign countries of concern; requires the Department of Commerce to publish and update certain information on its website; deleting the Florida-China Institute from the list of linkage institutes; authorizes the Governor to suspend certain laws or rules relating to Cuba for a specified period under certain circumstances, etc.

Building Permits and Inspections; Providing for expiration of certain building permits issued by a county; requiring the Department of Management Services to enter into and maintain state term contracts for building code inspection services; providing that certain persons are not subject to discipline for performing a job without applicable permits and inspections if otherwise authorized by law; prohibiting the Department of Business and Professional Regulation from denying a building permit for certain residential manufactured buildings; prohibiting a local government from adopting or enforcing a certain zoning, land use, or development regulation that treats an offsite-constructed residential dwelling differently or more restrictively than certain dwellings in the same district; requiring local governments to exempt certain owners and contractors from requiring a building permit for the installation of temporary residential hurricane and flood protection walls or barriers that meet certain requirements; requiring a local government to make certain decisions relating to certain building permits within a specified timeframe; prohibiting an association or certain committees from requiring a building permit as a prerequisite for a certain review, etc.

Education; Requires entities that offer fee-based services to individuals who are blind or visually impaired to disclose in writing whether the services may be obtained elsewhere at no cost; requires certain service providers to apply to, rather than register with, the Division of Vocational Rehabilitation; revises the date for a requirement to obtain a license as a marriage and family therapist; revises public information requirements relating to virtual instruction options; revises the conditions considered an educational emergency; authorizes a student to carry a United States Food and Drug Administration-approved epinephrine delivery devices, rather than epinephrine auto-injectors; deletes obsolete provisions related to calculation of kindergarten readiness rates; requires the Department of Children and Families to determine whether a child care provider is the primary cause of certain class I violations; revises provisions related to certain law schools; authorizes a school district to reserve funds for certain STEM-related educational services, etc.

Systems of Law and Terrorist Organizations; Providing that the Department of State may administratively dissolve a corporation that has been designated as a terrorist organization in certain situations; providing that a person who receives military training from a domestic terrorist organization in certain situations commits a specified crime; providing a person who knowingly provides or attempts or conspires to provide material support or resources to a domestic terrorist organization commits a specified crime; providing that a person who willfully becomes a member of a domestic terrorist organization and serves under the direction or control of such organization with a specified intent commits a specified crime; authorizing the Chief of Domestic Security to designate an organization a domestic terrorist organization or a foreign terrorist organization if certain requirements are met; requiring the Chief to provide specified written notice to the Governor, the Cabinet, and the organization of the designation; providing that the Governor and the Cabinet may by a majority vote approve or reject the designation; requiring the Chief to publish such designation in the Florida Administrative Register within a specified time period after approval of the designation by the Governor and the Cabinet; providing that certain students of school districts and Florida College System institutions are ineligible for specified fee waivers; prohibiting students who promote domestic terrorist organization or foreign terrorist organizations from being awarded certain public institution funds, etc.

Elections; Revising definitions; revising the information the uniform statewide voter registration application is designed to elicit from an applicant to include a certain acknowledgment; requiring that the online voter registration system transmit specified information to the supervisor of elections under specified circumstances; requiring that the applicant's legal status as a United States citizen be recorded in the statewide voter registration system; requiring that if the records of the Department of Highway Safety and Motor Vehicles indicate that an applicant is not a United States citizen or has not provided acceptable evidence of citizenship, the online voter registration system must notify the supervisor of the applicant's legal status and transmit the application to the supervisor; requiring that the online voter registration system populate an applicant's information and direct the applicant to perform specified actions under specified conditions; requiring supervisors to verify a voter's legal status as a United States citizen using specified sources and initiate a certain notice if applicable; requiring that the voter's legal status as United States citizen and the type of document accepted as evidence of United States citizenship be recorded in the statewide voter registration system, etc.

Materials Harmful to Minors; Defines "harmful to minors"; & revises list of materials used in classroom which are subject to objection process by parents or residents.

Education; Revises provisions relating to K-12 expenditures, school districts, charter schools, lab schools, epinephrine use in public & private schools, school attendance, VPK program, school readiness program, early learning coalitions, Gold Seal Quality Program, required instruction, comprehensive mathematics instruction, parental consent to opt out of specified instruction, certain education funding, instructional materials, educator certifications, & State Requirements for Educational Facilities.

Family Law; Requires that at least one judge be available in each judicial circuit on weekends, holidays, & after hours on weekdays to hear motions to enforce certain orders & agreements; requires chief judge to assign circuit judge to be available for certain hearings; requires that certain time-sharing matters be accorded priority on court's calendar; provides procedural requirements for evidentiary hearings on pleadings seeking temporary parental responsibility & time-sharing schedules & on motions to enforce compliance with existing time-sharing orders or agreements; requires court to issue upon motion by party, rather than authorizing court to make determination of, appropriate parenting plans.
