Commercial Motor Vehicle Registration; Provides for future expiration of provision relating to vehicles with apportioned registrations; provides license plate & cab card requirements for vehicles registered in accordance with International Registration Plan; specifies fee for original or renewal cab card & trust fund where fee is deposited; provides for replacement at no charge of damaged or worn license plates.

Child Welfare Placements

Child Welfare Placements; Authorizes DCF to place children in its custody in therapeutic group homes for residential mental health treatment without prior court approval; defines "therapeutic group home"; provides that DCF, rather than AHCA, shall appoint qualified evaluators to conduct suitability assessments of certain children in department's custody; specifies qualifications for evaluators conducting suitability assessments for placement in therapeutic group home; revises requirements for suitability assessments; specifies when DCF must provide copy of assessment to guardian ad litem & court; removes department's & agency's rulemaking authority; revises definition of term "special needs child".

Nursing Homes; Specifies functions that do not constitute direct care staffing hours for purposes of required nursing home staffing ratios; requires facilities to determine their direct care staffing needs based on certain assessment & resident care plan; revises nursing home staffing requirements; revises provisions relating to applications for change of ownership; revises provisions relating to facility's failure to comply with minimum staffing requirements.

Advanced Life Support Nontransport Services and Medical Countermeasures; Exempts governmental entities from certificate of public convenience & necessity requirement under specified conditions; provides medical directors who use paramedics to administer medical countermeasures are liable under certain circumstances; provides for State Emergency Medical Services Medical Director; authorizes paramedics to administer medical countermeasures; authorizes independent special fire control districts to allow paramedics & emergency medical technicians to perform certain activities & services.
