Prescription Drugs; Requires drug manufacturers to notify DBPR of reportable drug price increases; prohibits manufacturers from claiming public records exemption for trade secrets for information provided in forms or reports; requires DFS to designate employee as primary contact on issues relating to PBMs; provides penalty for persons who do not hold certificate of authority to act as administrator; requires PBMs to identify ownership affiliations to office; provides requirements for contracts between PBM & participating pharmacy; provides for biennial examinations of PBMs. APPROPRIATION: $1,127,525

Natural Emergencies; Prohibits counties & municipalities from prohibiting temporary shelters; requires DEM to post model contract, prioritize training & assistance & administer revolving loan fund for projects; providing liability protections for public utilities; authorizes local governments to create inspection teams & approve permitting procedures; prohibits local governments from taking actions related to comprehensive plans; authorizes certain actions related to derelict vessels; authorizes certain fire control districts to file on alternative schedules. APPROPRIATION: $61,000,000

Public Safety; Authorizes person to carry concealed weapon or firearm if he or she is licensed to do so or meets specified requirements; requires person who is carrying concealed weapon or firearm without license to carry identification & display upon demand by law enforcement; prohibits person who is carrying concealed weapon or firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or firearm in this state if he or she meets same requirements as resident; requires Office of Safe Schools to develop behavioral threat management operational process. APPROPRIATION: $60,177,846

Education; Revises provisions relating to Family Empowerment Scholarship Program, Florida Tax Credit Scholarship Program, part-time enrollment in public schools, transportation of students, graduations requirements, Commissioner of Education duties, & educator certifications.

Transportation Facility Designations; Designates 98 Points of Light Way in Miami-Dade County; directs DOT to erect suitable markers.

Immokalee Water and Sewer District, Collier County; Codifies, amends, repeals, & reenacts special acts relating to district.

Florida Bright Futures Scholarship Program Student Service Requirements; Authorizes student's service requirements for award under Florida Bright Futures Scholarship Program to be paid rather than volunteer; authorizes, rather than requiring, student to identify specified interest or develop plan for his or her service requirements.

Pharmacies and Pharmacy Benefit Managers; Revises entities conducting pharmacy audits to which certain requirements & restrictions apply; authorizes audited pharmacies to appeal certain findings; provides that health insurers & HMOs that transfer certain payment obligation to pharmacy benefit managers remain responsible for specified violations; provides penalty for failure to register as pharmacy benefit managers.

Golden Beach Landfall Bunker; Provides an appropriation for the Golden Beach Landfall Bunker. APPROPRIATION: $750,000

Workers' Compensation Benefits for Posttraumatic Stress Disorder; Provides that time for specified notice in certain cases is measured from time of qualifying event or diagnosis of disorder, rather than manifestation of disorder, whichever is later; provides that posttraumatic stress disorder suffered by correctional officer is compensable occupation disease; provides standard of proof; provides requirements for benefits offered to correctional officer for posttraumatic stress disorder; specifies when claim for posttraumatic stress disorder must be noticed; requires certain employing agencies to provide certain educational training; requires DFS to adopt rules.
