Affordable Housing; Prohibits counties & municipalities from restricting floor area ratio; authorizes counties & municipalities to restrict height; prohibits counties & municipalities from using public hearings or any other quasi-judicial board or reviewing body to approve proposed development; prohibits counties & municipalities from restricting maximum lot size below specified size; requires counties & municipalities to maintain certain policy on their websites; requires counties & municipalities to reduce parking requirements; provides requirements for developments located within transit-oriented development or area; prohibits review or approval by county or municipality of application for development permit or order from being conditioned upon waiver, forbearance, or abandonment of any development right. Education; Revises requirements relating to district school board duties & responsibilities, requirements for student management of specified health conditions, prekindergarten instructors postsecondary educator preparation in field experiences, Florida Institute for Charter School Innovation, critical teacher shortages, collective bargaining, Teacher Apprenticeship Program, Dale Hickam Excellent Teaching Program, FCS institution employment equity accountability program, rent or lease of K-12 plants & facilities.
Health Care; Revises provisions relating to medical education, public health, health care practitioners, & health care facilities to allow more access to health care services; creates the Interstate Medical Licensure Compact, the Practice of Audiology & Speech-language Pathology Compact, & the Physical Therapy Interstate Compact. APPROPRIATION: $717,105,294
Lee Memorial Health System, Lee County; Provides quorum requirements for system board meetings; removes requirement that health system’s annual audit & annual budget be filed with clerk of circuit court; revises provisions relating to purchasing real property, entering into financial agreements, & managing funds; provides process by which health system may convert to nonprofit entity; removes provisions relating to execution & enforcement of liens.
Use of Phosphogypsum; Authorizes DOT to undertake demonstration projects using phosphogypsum in road construction aggregate material; requires DOT to conduct study on phosphogypsum as construction aggregate material; provides that phosphogypsum used under specified circumstances is not solid waste & is allowed use in state; authorizes placement of phosphogypsum in specified stack systems.
Clerks of Court; Revises collections requirements of clerk of court when party petitions for dissolution of marriage; revises collections requirements in probate matters; revises collections requirements of clerk of court in trial & appellate proceedings; revises allocation of filing fees in trial & appellate proceedings; revises collections requirements of clerk of court as it relates to fines, fees, service charges, & costs remitted to state.
Fishing and Hunting; Proposes amendment to State Constitution to preserve forever fishing, hunting, & taking of fish & wildlife as public right & preferred means of managing & controlling fish & wildlife; specifies amendment does not limit authority of FWCC.
Funeral Service Benefits for Public Safety Officers; Authorizes travel expenses for members of law enforcement agency for specified purpose; increases amount of money to be paid toward funeral & burial expenses of officers killed in line of duty; authorizes number of hours of administrative leave to be granted to members of law enforcement agency for specified purpose; authorizes head of law enforcement agency to deny such administrative leave; authorizes use of state motor vehicle to attend funeral within state of law enforcement officer who was killed in line of duty.
Firearm and Destructive Device Offenses; Makes offense of human trafficking during which person possesses firearm or destructive device or specified firearms or accessories subject to specified mandatory minimums; revises maximum time minor who commits unlawful firearm possession may be required to serve in secure detention; provides penalty for second or subsequent offense of grand theft of firearm; requires detention determination & juvenile risk assessment instrument to consider juvenile's unlawful firearm use; requires juvenile charged with offense involving unlawful firearm possession or use to be placed in secure detention.
