Prescriptive Authority for Psychologists; Revises provisions to grant psychologists who have met specific criteria established by the Board of Psychology to prescribe drugs and controlled substances; provides board duties regarding recording of psychologists who prescribe controlled substances; requires liability insurance; provisions related to health care insurance claims to provide for prescribing psychologists.

Elections; Requires Florida Commission on Offender Review to develop & maintain database containing certain information; repeals provisions relating to Office of Election Crimes & Security & prohibition on use of private funds for election-related expenses; prohibits certain governmental entities from taking certain actions relating to elections; establishes Florida Voting Rights Act Commission; requires commission to designate certain languages for which assistance in voting & elections must be provided in certain circumstances; requires commission to enter into agreement to create Florida Voting & Elections Database & Institute; provides that enactment or implementation of certain policies by covered jurisdiction is subject to preclearance by commission; authorizes court to order certain appropriate remedies; authorizes certain persons to register to vote & immediately thereafter cast vote in certain circumstances authorizes DHSMV to preregister certain individuals to vote; revises provisions relating to third-party voter registration organizations & vote-by-mail ballots; establishes General Election Day as paid holiday; repeals prohibition on ranked-choice voting; authorizes certain persons to file certain civil actions.

Reading Achievement Initiative for Scholastic Excellence Program; Authorizes tutoring to be provided after school day; & authorizes school districts that participate in specified tutoring program to provide stipend to instructional personnel & high school students serving as tutors for after-school tutoring.

Rural Emergency Hospitals; Requires rural emergency hospitals to be subject to certain emergency services requirements for general hospitals; authorizes certain hospitals to apply to AHCA for designation as rural emergency hospitals; establishes requirements for rural emergency hospitals; exempts such hospitals from certain requirements; provides for administrative enforcement.

Payments for Health Care Providers and Surgical Procedures under Workers' Compensation; Increases maximum amounts of certain witness fees related to workers' compensation cases; increases maximum reimbursements for physicians & surgical procedures under workers' compensation; provides effective date.

Renaming of Tallahassee Community College; Changes name of "Tallahassee Community College" to "Tallahassee State College".

Improvements to Real Property; Authorizes program administrator to offer program for financing qualifying improvements for commercial & residential property; creates seller's disclosure statements for properties offered for sale which have assessments on them for qualifying improvements; requires any financing agreement executed be submitted for recording in public records of county where property is located; prohibits recorded financing agreement from being removed from attachment to property; requires program administrator comply with act & any related contracts, agreements, or interlocal agreements be amended to comply with act.

FAMU Day; Designates February 21, 2024, as “FAMU Day.”
