Postsecondary Educational Institutions; Revises powers & duties of BOG; revises academic & research excellence standards for preeminent state research universities; provides requirements for hiring university faculty; provides requirements for employment, promotion, & evaluation processes for state university employees; authorizes state university boards of trustees to review tenure status of faculty members; requires such boards to confirm selection & reappointment of specified personnel; requires state university presidents to annually present specified information to such boards; creates Institute for Risk Management & Insurance Education within College of Business at UCF; revises requirements for general education core courses.

Balancing the Federal Budget; Urges Congress to take immediate actions to reduce federal debt & enact legislation requiring balanced federal budget.

Government and Corporate Activism; Revises provisions relating to deposits & investments of state money, retirement system & trust fund assets, & public funds; defined contribution plans; bonds; government contracts; financial institutions; consumer finance; money services businesses; & unfair & deceptive trade practices.

Public Nuisances; Prohibits person from distributing onto private property any material for purpose of intimidating or threatening owner, resident, or invitee; prohibits person from willfully & maliciously harassing, threatening, or intimidating another person based on person's wearing or displaying of any indicia relating to any religious or ethnic heritage; requires violations be reported as hate crimes; prohibits display or projection of images onto building, structure, or property without permission; prohibits person who willfully enters campus of state university or Florida College System institution for purpose of threatening or intimidating another person from remaining on such campus after being warned to depart.

Protections of Medical Conscience; Authorizes health care providers & health care payors to opt out of participation in or payment for health care services by conscience-based objections without discrimination or threat of adverse actions; requires health care provider to notify patient and health care provider’s supervisor or employee or educational institution in writing when such health care provider declines to participate in health care services; prohibits boards and DOH from taking certain disciplinary actions.

Seagrass Restoration; Establishes Seagrass Restoration Technology Development Initiative within DEP; requires creation of 10-year Florida Seagrass Restoration Plan; requires initiative to submit annual report by specified date to Governor, Legislature, Secretary of Environmental Protection, & executive director of FWCC; establishes Initiative Technology Advisory Council as part of initiative; provides for meetings, membership, terms of office, & compensation of advisory council; provides for expiration of initiative; provides appropriation. APPROPRIATION: $10,000,000

Sales of Firearms and Ammunition; Prohibits specified businesses from assigning merchant category codes or otherwise classifying merchants of firearms or ammunition separately from general merchandise or sporting goods retailers; prohibits entities involved in processing payment card transactions from assigning to or requiring merchant to use merchant category codes; specifies any agreement or contractual provision to contrary is void; authorizes DACS to investigate violations & bring actions.

Relief/Kristin A. Stewart/Sarasota County; Provides for relief of Kristin A. Stewart by Sarasota County; provides for appropriation of funds to pay Kristin A. Stewart for injuries sustained as result of negligence of employee of Sarasota County; provides legislative intent regarding waiver of certain liens; provides limitations on compensation & payment of attorney fees, lobbying fees, & costs or other similar expenses. CLAIM: $5,750,000

Pregnancy and Parenting Support; Prohibits use of state funds for person to travel to another state to receive services to support abortion; requires DOH to report to Governor & Legislature information relating to Florida Pregnancy Care Network, Inc.; prohibits physician from knowingly performing or inducing termination of pregnancy after specified period of time; provides exceptions; requires physician to perform or induce termination of pregnancy or to dispense abortion-inducing drugs in person; removes provisions relating to termination of pregnancies during viability; prohibits telehealth provider from using telehealth to provide abortion; provides appropriations. APPROPRIATION: $30,000,000

Public Safety; Authorizes person to carry concealed weapon or firearm if he or she is licensed to do so or meets specified requirements; requires person who is carrying concealed weapon or firearm without license to carry identification & display upon demand by law enforcement; prohibits person who is carrying concealed weapon or firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or firearm in this state if he or she meets same requirements as resident; requires Office of Safe Schools to develop behavioral threat management operational process. APPROPRIATION: $60,177,846
