Property Owners' Right to Install, Display, and Store Items; Authorizes condominium unit owners to display certain flags on Patriot Day; authorizes homeowners to display certain number of specified flags regardless of certain prohibitions in governing documents of homeowners' association; defines "first responder flag"; prohibits homeowners' associations from restricting parcel owners & their tenants from installing, displaying, or storing items on parcels; provides exceptions; prohibits certain homeowners' association documents from precluding property owners from displaying certain number of specified flags; requires that such flags be displayed in specified manner.
Technology in K-12 Public Schools; Prohibiting the use of certain platforms on district-owned devices and through Internet access provided by the school district; authorizing teachers and other instructional personnel to designate an area for wireless communications during instructional time; requiring public schools to provide instruction on the social, emotional, and physical effects of social media, etc.
Residential Graywater System Tax Credits; Authorizes DOR to disclose information related to specified tax credits to DEP; provides tax credit to developers & homebuilders for certain graywater purchased during taxable year; provides cap on amount of tax credit; specifies information developer or homebuilder must provide to receive credit; requires DEP to make certain determinations & certify such to DOR; prohibits certification of credits after certain date; authorizes tax credits to be carried forward.
Dental Licensure Examinations and Regulations; Revises licensure examination requirements for dentists; revises reexamination & continuing education requirements; removes provision relating to dentist specialties.
Resilience Districts; Authorizes establishment of infrastructure resilience districts & condominium resilience districts; provides requirements related to establishment of such districts, including petitions, public hearings, resolutions, size, boards, & budgets; requires resilience districts to replace certain other special taxing districts; specifies acceptable uses of resilience districts for infrastructure & condominiums; authorizes payment of fees for project management of infrastructure resilience district.
Agricultural Lands; Prohibits counties from levying specified special assessments on lands classified as agricultural; provides exception; authorizes construction or installation of housing for agricultural employees on certain lands; provides requirements for such housing; exempts such housing from certain local government approval; prohibits county or municipality from requiring removal or relinquishment of agricultural land classification for certain lands; requires landowners to provide county or municipality with certain written notice regarding such lands.
Medical Treatment of Animals; Authorizes certain veterinarians to practice veterinary telemedicine; provides jurisdiction of Board of Veterinary Medicine; authorizes veterinarian practicing telemedicine to order, prescribe, or make available specified medicinal drugs; prohibits such veterinarian from ordering, prescribing, or making available controlled substances unless certain conditions are met; revises grounds for disciplinary action against veterinarian; authorizes certain employees, agents, or contractors to administer rabies vaccinations; provides that supervising veterinarian assumes responsibility for any person working under veterinarian's supervision or at his or her direction; authorizes veterinarian who indirectly supervises administration of rabies vaccination to affix his or her signature stamp in lieu of actual signature on rabies vaccination certificate.
